An email from one of our readers arrived at the editorial office. The reader was outraged by the way Zaborze Street was constructed
“I would like you to address the issue of Zabobrze Street. The road, built with public money, is a complete botch-up; the contractor did a terrible job, and there are no drains, as can be seen in the photographs. It is impossible to walk along the pavement; water is standing everywhere, there are enormous puddles and flooded access roads. As a resident of Bolesławiec, I would like to know who is responsible for constructing a road like this at enormous cost—several million złoty. There is also no competent construction supervision. […] After all, this road is supposed to serve for several decades, but with construction like this, the first frosts will damage the surface, and after a year or two there will be potholes again. EU funding is running out, and nobody will make repairs for several years. It irritates me that the people responsible for ensuring proper construction are not intervening. As long as the sun is shining, everything is fine, but after rain it is a disaster.”
Residents had waited a long time for this renovation, and then almost a year and a half for it to be completed. The total value of the investment was estimated in 2009 at PLN 9.3 million. The renovation was preceded, among other things, by work on the construction of the sanitary sewer system. The value of that task was PLN 1 million 680 thousand.
We asked the city spokesperson for a comment and explanations. Agnieszka Gergont replied that the road on Zabobrze Street had not yet been officially accepted.
“To determine the quality and compliance of the reconstruction of Zabobrze Street with the design and the Specifications for the Execution and Acceptance of Works, the Municipality of Bolesławiec engaged an external auditing company to conduct a technical assessment,” the spokesperson replied.
She also informed us that the assessment would cover the entire public contract: a description of the existing condition, an analysis of the design solution, a list of construction errors, a list of discrepancies with the design and the contract, and an assessment of the documentation, including a list of comments and objections. It would also identify defective actions and omissions by people performing technical functions at the construction site, determine whether the facility was fit for use, and provide an expert report listing claims against the contractor and the investor’s supervision team.
“Only on the basis of the report and the conclusions contained in the technical assessment will decisions be made regarding acceptance of the project and, potentially, the amount of remuneration paid for the completed works,” Agnieszka Gergontexplained. “The contractor is a consortium of Eltor from Lubań and KJK from Bolesławiec. Investor supervision in the road, structural and electrical disciplines is provided by Józef Kiełb, an entity selected through an open tender with which the Municipality of Bolesławiec concluded an agreement,” the spokesperson informed us.
