Update
The council adopted the resolution with 13 votes in favor, while 1 person abstained. We have a plan for the power plant:
During the June meeting of the Bolesławiec City Council, councillors will vote on a draft resolution to begin preparing a local spatial development plan for an area located near Gdańska Street in Bolesławiec. The justification for the document states:
(…) The resolution on beginning the preparation of a local spatial development plan for the area located near Gdańska Street in Bolesławiec is an intent resolution and merely expresses the municipality’s intention to regulate spatial development principles. The subject of the resolution on beginning the preparation of a local spatial development plan is to define the boundaries of the areas covered by the draft local spatial development plan. The role of this resolution is to announce the initiation of the relevant planning process and to indicate, in the graphic annexes, the boundaries of the areas to which the provisions of the future local plan will apply.
And also:
The subject scope of the local plan will include the introduction of provisions enabling the construction of a small hydroelectric power plant with a capacity of up to 1 MW on the Bóbr River at kilometer 145+000 of its course (emphasis – istotne.pl).
Taking into account local conditions and adopting spatial order and the principle of sustainable development as the basis for shaping spatial development principles in the municipality, beginning the preparation of a local spatial development plan is considered justified.
