In the comments on the article Parents are concerned about the renovation of the school on Komuny Paryskiej Street. The school responds, a post was published on the forum concerning the selection of a renovation company by the Department of Investments and Public Procurement at the County Office. It suggested that the Department had insisted on an archaic method of sandblasting that was harmful to the façade surface.

"A company offering a modern method of façade cleaning, which produces no noise, dust or waste, approached the Department of Investments and Public Procurement at the County Office. This would even have made it possible to open the windows during the work. Unfortunately, the company was not admitted to the tender because the Department insisted on an archaic method of sandblasting that was harmful to the façade surface. Importantly, the construction design recommended using precisely this modern technology, and the heritage conservator from Jelenia Góra also expressed support for it. Despite this, the Department completely ignored the recommendation."

We asked whether a company offering a modern method of façade cleaning had in fact approached the Department. If so, when and for what reasons was it not selected to carry out the task? And did the construction design recommend the use of any special technology?

In response to these questions, Emilia Michałowska from the County Promotion Department wrote (bold type added by the editorial team):

Re. 1. The construction work carried out as part of the task “Renovation of the façades of the historic ZSOiZ buildings in Bolesławiec” is being performed as a result of a public procurement procedure conducted in accordance with the Act of 11 September 2019—the Public Procurement Law—under the basic procedure. This means that in response to a contract notice, all interested contractors may submit bids.

Re. 2. Within the time limits specified in the Act, all interested contractors could review the procurement documents, which were publicly available on the website of the ongoing procedure, ask questions about the content of the documentation and submit a bid. In summary, any interested contractor meeting the conditions for participation in the procedure could submit a bid to renovate the façade in accordance with the design documentation. As a result of the procedure, the most advantageous bid was selected based on the bid evaluation criteria described in the procurement documentation .

Re. 3. The detailed description of the subject of the contract was provided in the design documentation prepared by a design office, which includes a broad scope of work necessary for the renovation of the façade and allows, among other things, various methods of cleaning the stone. The design documentation was prepared on the basis of the Conservation Works Programme approved by the Voivodeship Heritage Conservator.
