Leszek Socha is from Nowogrodziec and is currently vice-president of the Veto Association and a social activist involved in local politics. Previously, he was an operational officer in the criminal police and a councillor on the municipal and county councils.

His initiative is to submit to the Sejm for a vote draft legislation that would impose criminal liability on officials for their public statements and decisions concerning citizens.

– Only a person with relevant education and an impeccable reputation should be elevated to the dignity of an official, and their earnings must be достойны – argues Leszek Socha. – If an official is allowed to interpret the law, they should be substantively prepared to do so. The decisions of a particular official directly affect our lives and the existence of businesses – adds the initiator of the legislation.

Major of the reserve Arkadiusz Szczęsny is also working on the draft with Leszek Socha. He is a long-time instructor at the School of Eaglets in Dęblin, an expert of the National Defence Committee and Chairman of the Civic Coalition Circle in Nowogrodziec. For many years, he has fought against the Smolensk lie.

The preparation for work on the Public Lies Act and the Officials’ Responsibility Act states:

After 1989, so-called social transformations began in Poland, both at the county and provincial levels and throughout the country. Time would show, however, that they did not proceed in accordance with the expectations of the suffering, ordinary society.

People came to power, often inconspicuous teachers. Teachers, because they enjoyed public trust and had no problem speaking publicly, unlike “ordinary people.” They very quickly transformed into the so-called “new elite” of people in power. They also quickly became brazen, greedy and ruthless. They began taking high positions in local authorities, alongside people from the previous system. At the same time, the Polish State abolished the Economic Crime Departments in the Police. New people began entering the police and similar services, whose selection still raises doubts today.

Many police schools were closed and the standard of police training was lowered. The transformations in Poland were accompanied by chaos. The situation favoured schemes at every level of public administration.

Dependencies arose among local-government officials, the police, the prosecutor’s office and the courts. The local-government reform, regarded in Europe as a phenomenon, is being deformed in stages. Multi-person management boards in local governments are being abolished, turning the statutory commune head into an irremovable “lord of the manor” with informal power over councillors.

The introduction of commercial-law companies into communes completed the schemes, deformations and corruption. These companies made it possible to create sinecures (more sinecure structures were created under various pretexts and names).

Electoral law and the provisions of acts responsible for the rule of law and democracy were weakened. Commune heads, mayors and city presidents became irremovable, and their decisions went unpunished regardless of their consequences.

Various standing committees were established at local-government levels, and doctors, police officers, prosecutors and judges began to be appointed to them. All this gradually brought local-government officials and state officers together socially. We have cliques, impunity and the almost deliberate creation of stunted laws by parliamentarians originating from those same cliques. This makes it possible to avoid responsibility for the free disposal of public property at every level of administration, both in local governments and state institutions.

These actions seriously and dangerously weakened the Polish state to such an extent that we are facing civil war. Thus, we have become defenceless against the aggression threatened by hostile states.

Poland appears to be a distorted system, devoid of signs of democracy. A state standing in opposition to ordinary people, who have no chance in a confrontation with public administration. Official impunity and the unrestricted use of lies in the public sphere make our country unreliable on the international stage.

The unpunished winding down of Polish industry for the benefit of foreign sharks is creeping treason. None of these acts of harm against the Polish nation would have been possible if the Polish legal system contained genuine regulations protecting democracy and, consequently, Polish society from public lies, while imposing official responsibility for harmful incompetence, waste and embezzlement of public assets.

The Polish legal system lacks genuine provisions making it possible to punish perpetrators who engage in corruption, fraud or the seizure of public property by officials, as well as officials who extort bribes.

Poland is being consumed by widespread corruption, public lies, manipulation of facts and a lack of official responsibility. A Polish petitioner is required to tell the truth before public authorities—under threat of criminal liability—whereas the state is no longer required to do so toward its own nation.

For a long time, we have been dealing with the organized actions of factions in power that are destroying AUTHORITIES in every area of public life. Lies and manipulation are used for this purpose so that people lose their sense of worth, stability and role models. From childhood, we all base our emotional and ideological development on role models, from parents to heroes and scientists. Depriving society of authorities means blinding it and making it lost.

By depriving society of authorities, it is easy to divert its attention from dishonest practices and actions at the levels of power. Every invader begins the destruction of a conquered nation in this way.

All this happens with the help of lies in the public sphere! We accept such actions; we accept the loss of our national identity. These phenomena can be disregarded and people who draw attention to this kind of enslavement can be mocked, but after years we will pay for our own recklessness, while our descendants will pay for it with captivity and humiliation.

By allowing this, we make ourselves passive accomplices in actions against Poland. Therefore, parliamentarians must be forced as soon as possible to work on acts concerning public lies and official responsibility. (emphasis by the editorial office)
