At the November session, councillors adopted, among other things, a resolution to begin drafting a local spatial development plan for part of the city along General A. E. Fieldorf “Nil” Street.

It is a resolution expressing an intention. What does that mean? Such a resolution indicates the direction of spatial management. It determines how a given area may be developed in accordance with the possibilities and the law so that, in theory, people living there can enjoy greater comfort. In this case, the main aim would be to make it more convenient to leave home and return to it. We see traffic jams on road 94 every day, and residents, to put it mildly, complain about them a great deal.

In October, before the session, a councillor from the Civic Coalition sent the mayor an inquiry on the matter, calling for steps to be taken to change the locations of the agreed access points connecting the Przylesie housing estate with the national road. He proposed locations where municipal roads connect to the national road in a passable manner and which are also situated at a central point of the newly emerging estate. According to the councillor, this would allow them to best fulfil their transport function and minimise the costs of future construction.

“I proposed expanding the area designated for changes to the local spatial development plan in the western part of the city,” explains Grzegorz Przybylski. “In my opinion, the issue of connecting the new, still developing Przylesie Housing Estate with the national road, namely General A. E. Fieldorf ‘Nil’ Street, should be reconsidered. The current connections with the national road, agreed with GDDKiA approximately 10 years ago, do not connect the estate optimally and may generate high road construction costs in the future. At this stage, it is worth considering transport solutions in order to avoid traffic chaos in the future. I submitted interpellations on this matter. Additionally, I requested the construction of a temporary road, for example a crushed-stone roadway connecting the Przylesie housing estate with General A. E. Fieldorf ‘Nil’ Street. At present, access to this estate is difficult. Due to the large number of construction sites in the Przylesie housing estate, lorries reach it via dirt roads or circle through the narrow streets of the Kwiatowe housing estate,” the councillor explains.

At the November session of the City Council, the mayor also spoke on the matter, explaining that the General Directorate for National Roads and Motorways (GDDKiA), which is responsible for national road 94, does not agree to new access points.

“A national road running through the city cannot have too many intersections, because every access point is an intersection,” explained Piotr Roman. “There are specific parameters; above all, the issue is maintaining smooth traffic on the main road. If it were a voivodeship road, it would be easier, but this is a national road, meaning the highest road category after a motorway. And we are not the managers of this road; we are not its owners. The owner is the Polish state, represented locally by the director of the General Directorate for National Roads and Motorways. I understand that the councillor disagrees (with the number of access points – editor’s note), and he has the right to do so, because this concerns a certain logic and the fact that he speaks with residents. If that is the case, please tell me now: how are we supposed to create this access point? If the owner does not approve it, how are we supposed to do it?” the mayor asked rhetorically during the session.

The resolution discussed here—concerning the commencement of preparation of a local spatial development plan for selected areas located in the western part of Bolesławiec—was adopted by a majority vote at the November session, without the five votes of Civic Coalition councillors. The councillors were not opposed; they abstained from voting on the resolution.

The deputy head of the Property and Spatial Management Department also spoke about access from the Kwiatowe and Przylesie housing estates to national road no. 94.

“The access point (from the Kwiatowe housing estate to national road 94 – editor’s note) was already designed in the 2001 plan, and GDDKiA allowed this access point to remain,” explained Marta Gęsikowska at the session. “Moreover, the division and development of many plots in this area were arranged around this access point. That is why it was retained in its unchanged form (in the plan – editor’s note). This land has also already been purchased by the municipal authority from private owners. It is not so simple to change the routes of the roads, because this involves purchases, compensation and the destruction of investment plans made by private owners of the properties concerned. For 25 years, people have been making their investment plans in accordance with this road. That is why the road was included in the plan adopted two years ago for the area that Mr Przybylski is proposing to revise once again. Two years ago, this access point was retained, and it will be built,” the official clarified regarding the access point.
