The IstotneInformacje.pl forum has been discussing the location of a biogas plant in Warta Bolesławiecka Municipality for a week. On February 2, the municipality office published the official position of Mayor Mirosław Haniszewski, which we present below.
Ladies and Gentlemen,
I would like to inform you that, bearing in mind the broadly understood interests of the local community, I have decided not to create the possibility of locating biogas plants within the Municipality.
Based on my knowledge and assessment, as of today, installations existing within our country (apart from those forming part of larger facilities such as pig farms, distilleries, sewage treatment plants or waste landfills) cause numerous social conflicts, and after they are launched it is difficult to control the origin of the raw materials actually used in the installation and the disposal sites for the digestate. This situation occurred in Liszkowo, Rojewo Municipality. This is a warning for us, but also a lesson in how an installation intended to be ecological can, in principle, be turned into an ecological bomb.
Taking into account both the position of our Residents, who submitted a protest list signed by approximately 300 people, and the issues they raised concerning:
the nuisance caused by transport during the delivery of plant substrate, which is significant given the current condition of the access roads
the odour nuisance associated with individual technological processes, namely the transport and loading of raw material into the bioblock
the safety of the nearest buildings and residents
I support their position and see no possibility of locating a biogas plant in Warta Bolesławiecka Municipality.Learning about and understanding the Residents’ concerns also led Mr Stanisław Kuduk to withdraw from developing a biogas plant in the village of Warta Bolesławiecka.
I would like to inform you that I am aware of how important it is for our country and for all of us to develop and incorporate renewable energy sources into the energy supply system. However, until preferential conditions are created for us and we are given guarantees that the technology once adopted will not be altered, I cannot allow the health and quality of life of the Municipality’s Residents to be put at risk. It is precisely They who, by electing me to the position I hold, trusted me to safeguard their welfare and safety, which I am hereby doing.
