During Wednesday’s session, council members adopted the resolution in question with 11 votes in favor. Five council members abstained.

One of the items on the agenda of the nearest session of the Bolesławiec City Council will be a vote on a draft resolution concerning the “determination of the location of a housing development project entitled: Construction of twelve buildings – multi-family buildings with underground garages and multi-family buildings with integrated services and underground garages (A, B, C, D, E, F, G, H, I, J, K, L), together with the necessary infrastructure and site development, carried out in 9 stages.”

By an application dated February 7, 2024, modified on May 7, 2024, TARASY KOŚCIUSZKI sp. z o.o. applied through the Mayor of Bolesławiec to the Bolesławiec City Council to determine the location of a housing development project entitled: “Construction of twelve buildings – multi-family buildings with underground garages and multi-family buildings with integrated services and underground garages (A, B, C, D, E, F, G, H, I, J, K, L), together with the necessary infrastructure and site development, carried out in 9 stages,” located on a property at Tadeusz Kościuszki Street, plot no. 562/2, precinct 0004 Bolesławiec-4 (hereinafter referred to as the Application).
The Mayor of Bolesławiec carried out the formal and legal procedure specified in the Act and submitted to the Bolesławiec City Council a draft resolution together with opinions and comments, as well as the results of the arrangements made. In addition, because plot no. 562/2, precinct 0004 Bolesławiec-4, lies within the boundaries of the applicable local spatial development plan, the Mayor also submitted an environmental impact forecast for the plan’s provisions, prepared for the purposes of that plan, as well as an ecophysiographic study prepared in 2004 for the entire city of Bolesławiec.

The residential real estate sector is one of the key sectors of the economy. It not only plays an important role as a stimulus for economic development, but also creates conditions for the efficient functioning and development of the economy. Improving housing conditions is one of the most important aspects of socioeconomic development. There is no doubt that housing needs, as a rule, will never be met in full.
The main objective of the municipality’s spatial policy is the rational and efficient management of its resources in accordance with the principle of sustainable development. When determining the city’s development directions, consideration is given to factors related to the municipality’s actual development needs, arising from environmental, socioeconomic and demographic conditions.
The demand for new residential development in the city is determined on the basis of the assumed target population, projected occupancy indicators and the capacity of potential investment areas for the future development of urban functions, particularly residential construction.
Demographic forecasts for the city are unfavorable. A decline in the number of residents has been observed—936 fewer people over a five-year period. Deregistrations also clearly outnumber registrations. However, significant underestimation of the number of people living in the city must be taken into account: Statistics Poland data do not reflect many current trends, such as rental housing and second homes, or Bolesławiec’s special position as a county-level center with a high concentration of social infrastructure, administration, services and economic activity. Broad-based efforts aimed at the economic development of the City will mean that population growth, and consequently changes in the demographic characteristics of the municipality’s population, will be shaped both by the inflow of people from outside and by natural increase. The pace of population inflow from outside will depend, among other things, on the availability of jobs, the pace of housing development and housing standards.
These observations are also confirmed by the dynamic development of construction in the city. An increase in the total number of homes combined with a declining number of residents has resulted in a clear improvement in housing conditions.
An argument in favor of adopting the appropriate resolution supporting the implementation of multi-family building projects is the economic development of Bolesławiec. Industrial plants, using solutions implemented by the local government, are making further investments that increase their production and employment potential. Existing plants located in the industrial area around Przemysłowa and Modłowa streets, as well as the close proximity of industrial and logistics centers outside the city limits, provide numerous jobs, generating continuing new housing needs.
