As we read on the PAP website:

The ranking was compiled on the basis of 63 individual indicators. These included the availability of green spaces, the aesthetic qualities of the landscape and environmental pollution, investment spending, the quality of roads, water supply and sewage networks, the level of education, the number of nurseries and preschools, and even library resources. Once calculated, all the indicators produced the Quality of Life Index, and its value became the basis for a municipality’s position in the ranking—the higher the value, the higher the position.
