A secretary of state is the highest-ranking official in a Polish ministry or in the Chancellery of the Prime Minister, appointed by the Prime Minister.
Pursuant to Article 37 of the Act on the Council of Ministers and the scope of activity of ministers, a minister performs their duties, among other ways, with the assistance of a secretary of state and undersecretaries of state. A secretary of state replaces the minister within the scope determined by the minister, or the minister is replaced by an undersecretary of state if no secretary of state has been appointed. The scope of their duties is determined by the competent minister, who notifies the Prime Minister. The difference between a secretary of state and an undersecretary of state concerns the order in which they replace the minister and representational matters.
