The office denies sending such letters out on a mass scale. However, as the National Revenue Administration explains, such letters may be sent when there is a justified suspicion that someone is conducting an unregistered business activity.

A single sale is not an object of interest for the tax authorities. However, it should be remembered that when someone trades online and uses, for example, social media or classified-advertising websites for this purpose, the tax authorities may monitor these transactions and send warnings such as those described above, requesting a response and contact. Before responding to such a letter, it is worth consulting a tax adviser.
