Who is entitled to educational assistance?

Students of public and non-public schools with public-school rights for young people and adults, as well as students of public teacher-training colleges and teacher-training colleges for foreign languages, until they complete their education, but no longer than until reaching 24 years of age.

Who can receive a school scholarship?

A school scholarship may be received by a student in a difficult financial situation resulting from low income per person in the family, particularly when the family experiences: unemployment, disability, a serious or long-term illness, having many children, inability to perform caregiving and educational duties, alcoholism or drug addiction, as well as when the family is incomplete or a random event has occurred.

Office: – Applications for school scholarships should be submitted at Bolesławiec City Hall, at the Customer Service Office (BOI), Rynek 41, Town Hall, between 1 September and 15 September 2023.

It adds: – The monthly income per person in the student's family entitling them to apply for a school scholarship may not exceed PLN 600 per person in the family – Article 9(8) of the Act of 12 March 2004 on social assistance (Journal of Laws of 2023, item 901; amended by Journal of Laws of 2023, item 535) – Regulation of the Council of Ministers of 14 July 2021 on verified income criteria and amounts of cash benefits from social assistance (Journal of Laws of 2021, item 1296). Within the meaning of Article 6(14) of the Act of 12 March 2004 on social assistance, a family consists of related or unrelated persons who are in an actual relationship, live together and maintain a common household. In addition, one of the conditions for awarding the scholarship is residence in the city of Bolesławiec.

Who may submit an application for a scholarship?

  1. a parent or legal guardian of a minor student;
  2. an adult student;
  3. the school principal.

A school scholarship may also be awarded ex officio.

Who is not entitled to a scholarship?

  1. students in reception classes;
  2. students who do not live in the city of Bolesławiec;
  3. students who receive another scholarship from public funds, except when the total amount of scholarships received does not exceed PLN 2,480 per year;
  4. students placed in an institution providing round-the-clock care or in foster care (Article 7(2) of the Act of 28 November 2003 on family benefits, as subsequently amended).

City Hall emphasizes:

A school scholarship may be provided in the form of:

  1. Full or partial coverage of the costs of participating in educational classes conducted as part of the curriculum, as well as classes beyond the curriculum and remedial classes, and participation in educational activities held outside school, in particular:
    a) the purchase of textbooks, school reading books, encyclopedias, dictionaries, computer programs and other educational aids;
    b) the purchase of school supplies and aids, satchels, physical-education clothing and other equipment required by the school;
    c) fees for participating in foreign-language courses or other educational activities;
    d) fees for school trips, trips to a “green school,” outings (trips) to cinemas, theatres or other events organized by the school;
    e) full or partial coverage of fees required by the school, including tuition fees at non-public schools;
  2. Full or partial coverage of costs related to attending school away from home for students of post-secondary schools and students of colleges for social-services workers, including boarding-school and dormitory fees, as well as travel costs from home to school and back;
  3. A school scholarship may also be provided as a cash benefit, under the conditions set out in the Act on the Education System.

It clarifies:

The following expenses should be considered unrelated to educational purposes:

  1. corrective glasses and other rehabilitation equipment;
  2. clothing and footwear for everyday wear;
  3. textbooks and reading books for a grade attended by no scholarship recipient;
  4. parent committee fees, school security, student insurance, school meals.

Procedure and method for awarding a school scholarship:

  1. An application for a school scholarship should be submitted at Bolesławiec City Hall, at the Customer Service Office (BOI), Rynek 41, Town Hall.
  2. The application for a school scholarship must include certificates or a statement of the net income of family members living together with the student, from the month preceding the submission of the application or, in the event of loss of income, from the month in which the application was submitted, regardless of the title or source of that income, in particular:
    a) certificates of earnings, including income from family and nursing allowances;
    b) a certificate from the municipality stating the number of conversion hectares owned;
    c) certificates of the amounts of pensions, retirement benefits or alimony received;
    d) certificates of awarded housing allowances, family benefits, nursing benefits or other benefits;
    e) a certificate of income from business activity;
    f) a certificate confirming receipt of cash benefits from social assistance, specifying the type and amount of the benefit;
    g) certificates or statements of income from casual work;
    h) certificates or decisions from the District Labour Office confirming entitlement to and the amount of unemployment benefits or other benefits from the Labour Fund.
  3. The rules set out in Article 8(3–13) of the Social Assistance Act apply when calculating the income per person in the family entitling them to apply for a school scholarship.

Notice:

  1. The applicant is required to promptly notify the authority awarding the scholarship that the circumstances forming the basis for awarding the school scholarship have ceased to exist (Article 90o(1) of the Act on the Education System of 7 September 1991).
  2. The school scholarship is suspended or withdrawn if the circumstances forming the basis for awarding it cease to exist (Article 90o(4) of the Act on the Education System of 7 September 1991).
  3. Amounts due on account of an improperly received school scholarship are collected under the provisions on administrative enforcement proceedings (Article 90o(5) of the Act on the Education System of 7 September 1991).
  4. Under Article 233 of the Criminal Code, anyone who, when giving testimony intended to serve as evidence in court proceedings or other proceedings based on an act, gives false testimony or conceals the truth is liable to imprisonment for up to three years).

Who may be awarded a school allowance?

A school allowance may be awarded to a student temporarily experiencing a difficult financial situation because of a random event. A school allowance may be awarded once or several times in a year, regardless of any school scholarship received.

Office: – Applications for a school allowance must be submitted no later than two months after the occurrence of the event justifying the award of the allowance.

(A random event is an external occurrence affecting the eligible person that could not have been foreseen or prevented, e.g. a natural disaster, or the death or illness of one of the parents).

A school allowance may be awarded in the event of:

  • the death of a parent or legal guardian;
  • a natural disaster;
  • burglary;
  • a sudden illness in the student's family;
  • other special circumstances.
