The Western Integration Area covers a territory that geographically coincides with the areas of the following municipalities: Gmina Miejska Bolesławiec, Gmina Miejska Lubań, Gmina Miejska Zgorzelec, Miasto i Gmina Bogatynia, Gmina Bolesławiec, Gmina Gromadka, Gmina Lubań, Miasto i Gmina Nowogrodziec, Gmina Osiecznica, Miasto i Gmina Pieńsk, Gmina Platerówka, Gmina Siekierczyn, Gmina Sulików, Gmina Warta Bolesławiecka, Miasto i Gmina Węgliniec, Gmina Miejska Zawidów, Gmina Zgorzelec, Powiat Bolesławiecki (in its entirety), Powiat Lubański (in part), and Powiat Zgorzelecki (in its entirety).

The agreement concerns the principles of cooperation in implementing, financing, evaluating and coordinating joint projects, day-to-day administration and settlements, as well as entrusting Gmina Miejska Bolesławiec with the management of the Integrated Territorial Investments of the Western Integration Area.

Gmina Miejska Bolesławiec is the leader of the Intermunicipal Agreement. It is authorized to act on behalf of all municipalities and counties entering into the Agreement in the process of negotiating, establishing and implementing the planned Integrated Territorial Investments instrument with the minister responsible for regional development and other entities.

The Intermunicipal Agreement was concluded to increase the opportunities and potential of these local government units and to make effective use of the funds provided for in the European Union budget for the 2021–2027 programming period, as well as with a view to the effective use of EU funds by municipalities and counties under the planned Integrated Territorial Investments of the Western Integration Area.
