Head of the City Development and Promotion Department Elżbieta Chojnacka was given notice of changes to her employment and pay conditions. This means demotion to a lower position. Chojnacka has a month and a half to respond to the notice. If she does not accept the conditions, she will lose her job.
We wrote about the matter in the article “Official extravagance over posters”. The city posted an invitation to submit offers on its website. Specifically, it concerned the design and printing of 350 posters, 350 invitations and 250 bills. Among others, the Gliwice-based company Taurus Doradztwo i Reklama submitted an offer, quoting a price of PLN 2,992. However, the department head responsible for selecting the offer chose the offer from Grzegorz Matoryn’s Proart company for more than PLN 7,200.
In a statement by City Secretary Jerzy Zieliński, we read that a total of 19 offers for carrying out this order were submitted to the City Hall. The proposed prices ranged from PLN 2,600 to PLN 11,346. The shortcoming of the person conducting the proceedings was the failure to specify the criteria and the arbitrary rejection of the offers with the lowest prices. The shortcomings identified during the explanatory proceedings involved a breach of the City Hall’s internal regulations by the person conducting the proceedings, and Elżbieta Chojnacka faced official disciplinary consequences as a result.
