At the beginning of March, we wrote that a driver testing centre (a branch of the Jelenia Góra WORD) could be established in Bolesławiec in the summer. However, MPs have still not passed an amendment to the Road Traffic Act that would allow Provincial Road Traffic Centres to open branches in cities governed by mayors. Without an amendment to the law, it is not legally possible to establish a centre in Bolesławiec.

In March this year, it was forecast that MPs would pass the amendment at the turn of May and June 2010. Once the law entered into force, it would have been necessary to wait for permission to establish a centre in Bolesławiec, issued by the Marshal of the Lower Silesian Voivodeship, to whom the WORDs report. It was calculated that all the procedures would be completed by July 2010 at the latest. Thus, the hypothetical opening of the testing centre was scheduled for August.

Unfortunately, the amendment has become stuck in Parliament, and nothing can be done without MPs passing it, despite the openness of the Bolesławiec County authorities, the director of the Jelenia Góra WORD, Roberta Tarsy, and the management of PKS Bolesławiec, where the centre was supposed to be established.

Councillors of the Bolesławiec County Council issued an appeal for the amended Road Traffic Act to be passed promptly. The appeal was sent to Marshal of the Sejm Bronisław Komorowski, eleven MPs (including Grzegorz Schetyna and Krzysztof Brejza—who was directly handling the matter), three senators, the Marshal of the Lower Silesian Voivodeship, and four County Councils that are also seeking such centres in their cities.

Despite the appeal, the prepared facilities in Bolesławiec, and cooperation with WORD Jelenia Góra, we will have to wait for the testing centre. At present, no one is able to give any date. Not even an approximate one. We will return to the matter.
