In connection with the amendment to the Act of August 5, 2022 on the coal allowance (Journal of Laws of 2022, item 1692, as amended), the Municipal and Commune Social Welfare Centre in Nowogrodziec informs that it is possible to resubmit an application for payment of the coal allowance, by people who live at the same address, in separate premises and have separate or shared heating sources.

The new regulations allow coal allowances to be granted when more than one household lives at one residential address and, by November 30, 2022, it is not possible to establish a separate residential address for the individual households living at that address in separate premises, whose heating source is a separate or shared heat source.

Therefore, people who:

  • received refusal decisions,
  • received information that their application was left unexamined because the coal allowance was granted to the person who was the first to submit an application for a given residential address, must submit a NEW application by 30-11-2022 in order to have their entitlement to the coal allowance reassessed.

After the application is submitted, a community interview will be conducted at the place of residence in the presence of the applicant to verify their entitlement to the coal allowance and confirm that more than one residential unit is located at the same address and that separate households operate in those units, with a primary heating source that entitles them to receive the coal allowance. The Municipal and Commune Social Welfare Centre will notify applicants by telephone of the date of the community interview.

Pursuant to Article 2(9), an application for payment of the coal allowance must be submitted by November 30, 2022. Pursuant to Article 2(10), applications for payment of the coal allowance submitted after November 30, 2022 will be left unexamined.

Applications for payment of the coal allowance may be submitted:

  • in person at the MGOPS headquarters in Nowogrodziec: – Monday from 11:00 a.m. to 3:00 p.m. – Tuesday–Friday from 7:30 a.m. to 11:00 a.m.
  • through the postal operator
  • via the submission box placed in front of the main entrance to the Municipal and Commune Social Welfare Centre
  • using electronic means of communication: the ePUAP platform. An electronic application for the coal allowance may be sent via ePUAP as a WORD or PDF attachment using the "General letter to a public entity" service. There is no separate coal allowance application form for the ePUAP system that could be completed after logging in.

Step by step:

  • Complete the application, for example electronically, or print it, fill it out by hand, and save it as a single .pdf file
  • Next, go to https://www.gov.pl/web/gov/podpisz-dokument-elektronicznie-wykorzystaj-podpis-zaufany
  • Sign the .pdf file according to the instructions on the page provided, then save the signed file, for example, on the desktop (the application is correctly signed if at least a Trusted Profile signature marker with the signing person's first and last name appears).
  • Log in to ePUAP
  • Select General letter to the office
  • Attach the file signed with a Trusted Profile signature to this letter and send it.

Do not send photographs of the application or scans of individual pages. The electronic application must be sent exclusively via ePUAP (applications sent by email will not be processed).
