I. Application submission period: from 29 August 2022 to 6 September 2022. Applications submitted outside the specified deadline will not be considered.

II. Applications must be submitted in the original to the premises of this office at 10 Obrońców Helu Street, by leaving them at the information desk on the ground floor, or by traditional mail (the date the application is received is decisive).

III. The application form is available in the “documents for download” section on the website www.boleslawiec.praca.gov.pl. The application must be completed electronically using the attached form or legibly in block letters.

IV. Please submit one application for a maximum of 10 participants. If there is a need to provide education for more people, additional applications must be submitted.

V. Information on the possibility of applying for funding.

  • Both employers and employees may apply for funding. All entities defined as employers within the meaning of Article 2(1)(25) of the Act on the promotion of employment…, i.e. any organisational unit, even if it does not have legal personality, as well as an individual, if they employ at least one employee, may apply for funding of continuing education costs. It should be remembered that even if the wording of a priority refers directly to employees, both employees and employers may benefit from it.
  • In the first instance, applications that meet the requirements of at least one of the priorities arising from the decision of the Labour Market Council will qualify for consideration (see point VI).
  • When considering an application, the County Labour Office takes into account all the conditions set out in § 5(6) of the Regulation of the Minister of Labour and Social Policy of 14 May 2014 on the granting of funds from the National Training Fund (consolidated text: Journal of Laws of 2018, item 117).
  • The Office will pay particular attention to the justification of the need to complete a specific form of continuing education and to the consistency demonstrated therein between the competences acquired by participants in continuing education and the needs of the local or regional labour market, as well as to documentation of the quality of the service financed from the NTF.
  • Funds under the National Training Fund may be granted for continuing education that begins in the year in which the agreement with the Employer is concluded.
  • If funding from NTF resources is to be provided for education for doctors, dentists, nurses or midwives, a declaration must be submitted stating that this will not be specialist training or postgraduate internships, including the related administrative costs, as specified in separate regulations.
  • The County Labour Office reserves the right to negotiate with employers on the amount of funding for training or courses, particularly when the total amount of applications eligible for positive consideration exceeds the available funding limit.

The following may not apply for NTF funds:

  • self-employed persons who do not employ an employee under an employment contract,
  • persons cooperating in running a business – pursuant to Article 8(11) of the Act on the social insurance system, these are: a spouse, the person's own children or the children of the other spouse, adopted children, parents, and stepmother and stepfather, who remain in the same household and cooperate in running the business,
  • doctors and dentists wishing to finance specialist training and postgraduate internships, including the related administrative costs, as specified in the regulations on the professions of doctor and dentist, as well as nurses and midwives wishing to finance specialisations referred to in the regulations on the professions of nurse and midwife,
  • employees on maternity/paternity/parental leave or unpaid leave,
  • persons performing managerial functions in commercial companies (except where such persons are employed by the company under an employment contract),
  • the president of a limited liability company who is the sole or majority shareholder,
  • persons employed under civil-law contracts,
  • employers wishing to provide continuing education for their employees independently, without the participation of external training institutions.

VI. Under the announced call, applications may be submitted for funding continuing education under the following priorities:

  1. support for continuing education of people over 45 years of age
    This priority is addressed to employers; NTF funds may finance continuing education exclusively for people over 45 years of age (both employers and employees). The age of the person who will benefit from continuing education at the time the employer submits the application for funding to the PUP is decisive.
    The subject of the training/course is not predetermined. The justification must demonstrate the need to acquire the skills.
  2. support for continuing education of people with a certified disability
    An applicant submitting an application for funds under the above priority should prove that the candidate for training has a disability certificate, i.e. submit the candidate's disability certificate or a declaration that such a certificate is held.
    The subject of the training/course is not predetermined. The justification must demonstrate the need to acquire the skills.
    Fulfilment of this priority will depend on the employer submitting a declaration that the prospective training participant meets the access conditions for the priority.
  3. support for continuing education aimed at employers employing foreign nationals
    Under this priority, training may be financed both for foreign nationals and Polish employees (the same applies to employers), addressing the specific needs of foreign employees and the employers who employ them. Please also remember that training for foreign nationals may be financed under other priorities, provided that they meet the criteria specified therein;
    In particular, the specific needs of foreign employees may include:
    • improving knowledge of the Polish language and other languages necessary for work, particularly vocabulary specific to a given profession/industry;
    • improving knowledge of the specific nature of Polish and EU regulations concerning the practice of a given profession;
    • facilitating the development and recognition in Poland of qualifications acquired in another country;
    • developing soft skills, including communication skills, taking into account the need to adapt to the organisational culture of Polish enterprises and other entities employing foreign nationals.
    It should be remembered that the above list is not exhaustive and each employer may define their own list of needs.
    Training under this priority may also be used by employers and employees with Polish citizenship. Fulfilment of this priority will depend on justifying in the application that the training will facilitate or enable them to work with foreign nationals employed or planned to be employed in the future.

VII. NTF funds granted to an employer to finance continuing education costs constitute aid provided in accordance with the conditions for the admissibility of de minimis aid.

VIII. Applications will be considered in accordance with the provisions of the Regulation of the Minister of Labour and Social Policy of 14 May 2014 on the granting of funds from the National Training Fund (consolidated text: Journal of Laws of 2018, item 117) as follows:

Stage 1: Formal verification of the application

The application will not be considered, and the employer will be informed in writing, if the attachments required under § 5(2) of the Regulation of the Minister of Labour and Social Policy of 14 May 2014 on the granting of funds from the National Training Fund (consolidated text: Journal of Laws of 2018, item 117) are not attached, namely: 1. certificates or declarations concerning de minimis aid, within the scope referred to in Article 37(1)(1) and Article 37(2)(1) and (2) of the Act of 30 April 2004 on proceedings in matters concerning public aid; 2. information specified in the provisions issued pursuant to Article 37(2a) of the Act of 30 April 2004 on proceedings in matters concerning public aid; 3. a copy of a document confirming the legal form of the business conducted – where there is no entry in the National Court Register or the Central Registration and Information on Business; 4. a continuing education programme or the scope of the examination; 5. a specimen document confirming the competences acquired by participants, issued by the provider of the continuing education service, unless it follows from generally applicable regulations.

Stage 2: Substantive verification of the application

After the application has been positively verified during Stage I, a substantive assessment of the application will be carried out, taking into account the conditions specified in § 5(6) of the Regulation of the Minister of Labour and Social Policy of 14 May 2014 on the granting of funds from the National Training Fund (consolidated text: Journal of Laws of 2018, item 117), as well as the scoring.
