At the beginning of his exposé, Ryszard Kawka remembered his late predecessor and dear friend Dariusz Pawliszczy and thanked all previous mayors and councillors from the various terms of office. The new mayor then presented his programme: the priorities and actions he had planned for the municipality.

“For me, the well-being of the residents of Gromadka Municipality is the overriding goal,” says mayor Ryszard Kawka. “My campaign slogan is already working. Only two days had passed since I was sworn in, and the slogan ‘The Gromadka Municipality Connects Us’ began to function. After taking office, it turned out that we had nothing planned either for the harvest festival or for Heather Festival, and everyone joined forces to help. I would like to thank the ‘Nasza Krzyżowa’ Association, the village head of Krzyżowa and Krzyżowa councillor Fryderyk Oleksy, who declared that they would organise the harvest festival. There is even a date already: 28 August. We have already managed to arrange it,” the mayor reports.

In his exposé, Ryszard Kawka declared that he would complete the investments already under way: purchase a bus for transporting pupils and a specialised WUKO vehicle, expand the cultural offer of the Municipal Cultural Centre and Library, and increase the range of sports disciplines in Gromadka. As part of mathematics education at the primary school, research is to be conducted and a remedial plan prepared to improve teaching outcomes.

The tasks scheduled for 2022 are also awaiting implementation, including road construction. Healthcare and prevention in the municipality are equally important, as is cooperation in obtaining funds for the municipality’s development with its partner, the Marshal of the Lower Silesian Voivodeship.

The fire in the industrial zone was a signal that the municipality needs water reservoirs

A devastating fire broke out in the industrial zone in Gromadka Municipality during the election campaign. Ryszard Kawka organised the logistics of supplying water for several dozen fire-service units that fought the fire at Prodigo. The disaster showed that the municipality needs investment in water reservoirs.

“Water and water reservoirs for the fire service are the foundation,” says Mayor Ryszard Kawka. “Gromadka Municipality is more than 70% forests, with agricultural fields as well. Climate change and droughts are increasing the risk of fires. Within one month, there were two major fires. One involved stubble, where the fire dangerously approached the forest line; the other was the one in the industrial zone. It is a great tragedy, but also a message about what matters: the need to build or adapt water reservoirs for the needs of our fire services. It is very important that the municipality have water intakes for rescue purposes, so that the municipal water-supply network does not have to be used, especially when water is becoming increasingly scarce,” the mayor added.

Access roads and their construction are a priority!

An important task for 2022 is the construction of roads in Różyniec, Patoka, Modła, Pasternik, Wierzbowa and Krzyżowa. The construction of pavements, as well as the modernisation and expansion of street lighting, will continue. Funding for this has been allocated in the municipal budget.

“I am convinced that some access roads to homes will be built during this term of office,” Ryszard Kawka reports. “I will remain in close contact with village heads and village councils. I assure you that all investment plans will be consulted with them,” the mayor adds.

Cooperation with St Luke’s Hospital in Bolesławiec

Mayor Ryszard Kawka declares that he will not sell the healthcare centres. He wants to bring more specialist doctors to the municipality and provide preventive examinations.
“I want there to be more preventive examinations,” says the mayor. “These are plans for now, but I would like to organise abdominal ultrasound examinations throughout the municipality in such a way that a doctor would visit each village separately and conduct them on site. Cooperation with St Luke’s Hospital in Bolesławiec is also important. It is a large medical centre offering access to many specialists,” the mayor adds.

Good cooperation with Marshal Cezary Przybylski

During the campaign, Cezary Przybylski, Marshal of the Lower Silesian Voivodeship, supported Ryszard Kawka and visited the municipality. Together with Ryszard Kawka, he met with the head of the Municipal Healthcare Centre in Gromadka to discuss ways of improving residents’ access to a primary-care doctor. The local-government officials also visited the Primary School, where work is currently under way to build a Delfinek swimming pool.

“An important part of this visit was a meeting in Wierzbowa with representatives of the parish council to discuss financing the necessary renovation of the church,” says Mayor Kawka. “In Modła, the Marshal visited a school undergoing thermal modernisation. The investment costs approximately PLN 840,000, of which 85% comes from the budget of the voivodeship government. I sincerely thank the Marshal for the meeting, his support to date and the constructive discussions about the development of Gromadka Municipality. Our plan is to create a joint municipal–Marshal budget in order to develop Gromadka and invest in infrastructure, education, culture and heritage protection,” Ryszard Kawka adds.
