The reader describes the situation as follows:

(…) I am writing to you because officials probably can no longer help me. It concerns Reymonta Street in Bolesławiec, or rather something that does not even resemble a street. Some time ago, I sent a letter to the Bolesławiec City Hall, but I received a reply saying that this is not their road.

A few days ago, I was at the “high-rise” regarding another matter and asked an official what would happen with this street. The official said that there was a problem determining its owner. The reply is attached as a PDF file.

The document mentioned above states:

In response to your letters (...) I inform you that Reymonta Street (road plot no. 289/7, precinct 8) is not a municipal road managed by the Mayor of the City. The perpetual usufructuary of the plot of land through which the aforementioned street runs is a legal entity that should be contacted regarding this matter. The current details concerning the owner of the aforementioned plot are held by the Geodesy and Cadastre Department of the Bolesławiec District Office. At the same time, I inform you that regarding the removal of the defect in the telecommunications manhole located on your plot—plot no. 266—you should contact the owner of this infrastructure, namely the cable television operator or one of the telecommunications operators.

The reader continues: – Currently, some company—I have not found any information identifying it—is building five buildings along this street. It has already been so badly churned up that I think I will soon have to send my child to school in wellington boots. Today, the child left a shoe in the mud—it was sucked in so deeply. (...) It is the only access road to the properties.

And comments:

How is it that officials issue building permits without taking any interest at all in roads, pavements, lighting, and so on? The developer finished building the blocks and that was the last anyone saw of them; it fenced everything off and forgot about the section of road because it is not their problem. As if that were not enough, the gas company connected a neighbour to the gas supply, left a dug-up hole, and that was it—they are probably waiting for someone to fall into it. It is impossible to get through to the gas company no matter what.

And concludes:

Perhaps publicising the matter in the Bolesławiec media will help. I would like to point out that residents of the nearby blocks gladly use the road because it is the closest pedestrian connection to the city centre. A few days ago, they approached me themselves to ask whether I knew when the street would finally be put in order. Please help.
