On Thursday, 29 April, the County Council granted the Board a vote of approval for the execution of the 2009 budget. Thirteen councillors voted in favour, five voted against and one abstained. “The advantage of this budget is that capital expenditure accounts for as much as 16% of the total. Renovations at schools cost more than one million zlotys, and the SOS programme—Schools of Open Opportunities—is being implemented, thanks to which nearly one thousand students will benefit from free tutoring. The launch of the Hospital Emergency Department and the computerisation of the hospital are undoubtedly successes,” says starosta Cezary Przybylski. “The opposition claimed that many elements of the 2009 budget could not be completed. We carried them out, despite the difficult economic situation in the country.

“I approached this budget cautiously and, although I voted for it, I had concerns about whether we would manage to carry out the planned investments and generate the planned revenue. I congratulate the Board because I believe the budget was executed excellently!” stresses Deputy Chair of the County Council Jarosław Molenda. “There has never been a year in which more road investments were completed than in 2009. The scale of the road investments carried out should command great respect! The same applies to investments in education and renovations at schools.

“We have not succumbed to self-congratulation, especially when it comes to road investments,” stresses the starosta. “We realise that much remains to be done. But the fact is that Bolesławiec County has made a qualitative leap in the scope of its road-related tasks and investments.
