Jerzy Zieliński served as secretary of the City of Bolesławiec from 1 January 2003. In his work at Bolesławiec City Hall, he was involved in a number of regional, national and cross-border projects. He promoted the idea of local self-government and the importance of restoring self-government in Poland. Since the first free elections, he had been actively involved in the work of territorial self-government, the idea behind its operation and the development of its potential.

- councillor of the Lubań City Council during the first and second terms (1990–1998) and the fourth term (2002–2004);
- delegate to the Local Government Assembly of the Municipalities of the Jelenia Góra Voivodeship during the first and second terms (1990–1998);
- delegate to the National Assembly of Territorial Self-Government during the second term (1994–1998);
- Mayor of Lubań (1993–1998);
- secretary of Lubań County (1999–2002);
- councillor of the Lower Silesian Voivodeship Assembly during the first term (1998–2002) and the third term (2006–2010);
- initiator of the establishment of the South-Western Forum of Territorial Self-Government “Pogranicze”; president of “Pogranicze” for 10 years from 1999, and subsequently chairman of the “Pogranicze” Programme Council.
