A reader was concerned about the high heating charges.
The issue concerns additional payments charged by ZEC to residents of SM “Bolesławianka” for heat distribution. This had never happened before; we were billed according to the apartment’s floor area, there were heat cost allocators, and there were always underpayments. After we stopped using the allocators, we had overpayments. Now, however, the additional distribution charges amount to as much as PLN 200–500, while the charges for heating the apartment are either minimal or nonexistent. We do not understand where these additional distribution payments come from.
“On behalf of the Cooperative’s Management Board, I would like to inform you that the settlement of heat delivery costs with residents is carried out by the Cooperative. The Bolesławiec District Heating Utility does not settle accounts with residents,” Beata Ślęzak, president of the Cooperative’s Management Board, explained at the outset.
“The advance payments made by residents during the billing period toward heating costs are compared with the costs incurred during that period. In 2021, the costs were higher than the advance payments made, hence the underpayments that had to be settled,” the Cooperative’s president says. She adds: “The higher heating costs in 2021 resulted from increased heat consumption in individual buildings and from an increase in the heat charge resulting from the ‘Heat Tariff’ for ZEC Bolesławiec, approved by the President of the Energy Regulatory Office and in force since October 5, 2021. Detailed information on this matter was provided to residents in individual correspondence in October 2021 and January 2022,” Beata Ślęzak explains.
