What is CEEB?
The Central Emissions Register of Buildings (CEEB) is a register containing comprehensive information about building heating sources. Why was it created? To improve air quality, fight smog and help replace so-called coal-fired boilers.
Since July 1, 2021, every building owner or manager has been required to submit a declaration concerning heat sources and fuel combustion as part of the Central Emissions Register of Buildings (CEEB), maintained by the General Office of Building Control.
Who must submit the declaration?
The declaration must be submitted by owners / managers of residential and non-residential buildings containing a heat source.
When must it be done?
- For a heat source or fuel combustion source that was commissioned before July 1, 2021, the declaration must be submitted by June 30, 2022.
- For a new heat source that was commissioned after July 1, 2021, the declaration must be submitted within 14 days of the date it was commissioned.
How do you submit the declaration?
The declaration can be submitted in two ways:
- electronically: online, using a trusted profile, qualified electronic signature or e-ID at: www.zone.gunb.gov.pl. This is the fastest and most convenient method;
- on paper – the completed document can be sent by mail or submitted to the Municipal Office in Bolesławiec (the collection box in the Town Hall, at the Customer Service Office or in the Municipal Office building – 1 Piłsudskiego Square).

What are the consequences of failing to submit the declaration?

The regulations introducing the obligation to submit the declaration have been reinforced with penalty provisions, while also taking into account the institution of voluntary disclosure. Article 27h of the Act of November 21, 2008, on supporting thermal modernization and renovations and on the central emissions register of buildings introduces criminal sanctions that may be imposed if the above-mentioned declaration is not submitted within the statutory deadline. Failure to submit the declaration may result in a fine imposed under the general rules of the Code of Petty Offenses. However, if we realize that we have not submitted the declaration before the executive authority (in this case: the commune head, mayor or city president) “becomes aware of it,” we may avoid the penalty by submitting the appropriate declaration as part of voluntary disclosure.
