As reported by Bolesławiec City Hall:
From 2 August 2021, fingerprints will be placed in the electronic layer of identity cards. The holder’s signature will return to the graphic layer of the identity card. Therefore, in August it will not be possible to submit identity card applications online. A visit to the office will be necessary.
Until when can applications be submitted online?
It will be possible to submit an application electronically until 26 July 2021.
Will it be necessary to replace the document?
Identity cards issued before the date on which the act enters into force (before 2 August 2021) will remain valid for the period for which they were issued. It will therefore not be necessary to replace the documents currently held.
Why is this change being introduced?
The changes are necessary to adapt the provisions of the Act of 6 August 2010 on identity cards to Regulation (EU) 2019/1157 of the European Parliament and of the Council of 20 June 2019. The regulation will be implemented to improve the security of identity card issuance.
How will it be possible to submit an application for an identity card?
Submitting an application for an identity card:
- in person at the city office,
- at the applicant’s place of stay via a mobile official’s workstation (in exceptional cases),
- online – only for children under 12, whose fingerprints will not be taken.
How many times will it be necessary to visit the office?
Submitting an identity card application at the office will require the citizen to appear twice:
- when submitting the application – fingerprints and a signature specimen will be required;
- when collecting the identity card – verification of the identity card holder will be required, including taking fingerprints again.

The existing functions of the identity card will remain unchanged.
