Alongside increased traffic volumes, the development of motorization has resulted in an overall increase in mobility, leading to traffic congestion. Introducing a paid parking zone is a way of mitigating these problems. Paid parking zones are established in areas characterized by a significant shortage of parking spaces and justified by traffic-management needs, in order to increase vehicle turnover, particularly to limit vehicle access to these areas, thereby giving preference to free public transport and implementing local anti-smog policy.
