On the Konin-Stryków (A2) and Wrocław – Sośnica (A4) sections, light-vehicle users can also use the e-TOLL system. Traffic arrangements at motorway entrances and exits will change. The first Customer Service Points have opened. The free e-TOLL PL mobile application for paying tolls can already be installed on phones.
It adds:
A transition period has been provided for, during which the e-TOLL and viaTOLL systems will operate.
– A modern state responds to citizens’ needs and provides them with convenient digital solutions. The e-TOLL system launched by us today [24 June – istotne.pl note] is such a solution. The new system is used to collect electronic tolls for travel on selected sections of national roads – says the Minister of Finance, Funds and Regional Policy Tadeusz Kościński. – We are reaching ever-higher levels of digitisation. We constantly inform people about the e-services we launch. This proves that we do not make empty promises. We are changing for our customers.
– The National Revenue Administration is a flexible organisation that responds to new challenges and citizens’ needs. One such new task is collecting tolls for travel on state-owned road sections. It is one of the larger ICT systems implemented by the public administration. A team of more than 400 people was responsible for preparing this implementation – says the head of the National Revenue Administration Magdalena Rzeczkowska.
What is e-TOLL?
The e-TOLL system is a modern solution based on satellite positioning technology. It will replace the viaTOLL system, which will be phased out no later than 30 September 2021. KAS: – During this time, we anticipate a transition period in which two toll collection systems for heavy vehicles – viaTOLL and e-TOLL – will operate. Each user will be able to choose the most convenient time to switch to e-TOLL.
The new system is used to collect electronic tolls for travel on selected sections of national roads. It will allow tolls to be paid by both heavy and light vehicles, on tolled motorway sections managed by the state treasury. e-TOLL is integrated with the SENT system and gov.pl services.
With the launch of the system, dedicated rightmost lanes were opened at the A2 Konin-Stryków and A4 Wrocław-Sośnica motorway toll plazas for e-TOLL and viaTOLL users. As an option, the possibility of settling motorway tolls for light vehicles using the mobile application was also introduced.
Will the MF and KAS provide support?
The system’s website launched on 4 May this year. Online registration in the e-TOLL system using the Online Customer Account was launched on 25 May this year.
The Telephone Customer Service Centre operates around the clock, providing support and information in four languages (Polish, English, German and Russian).
What are the benefits?
The e-TOLL system primarily offers comprehensive online service without the need to visit a service point or sign an agreement, access to payment history and account management, as well as the ability to choose a device for transmitting geolocation data.
It is a modern, convenient way to pay for travel on tolled roads by heavy vehicles (over 3.5 tonnes) throughout the approximately 3,700-km road network, as well as by light vehicles on motorway sections managed by the State Treasury. It saves money and time. It improves travel comfort.
How can you use the new system?
You only need to register, preferably through the Online Customer Account (IKK), choose how to transmit data to the system (OBU, ZSL or the mobile application), and specify the method of payment for travel. Registration can also be completed in person at Customer Service Points (MOK). A list of open MOKs is available at www.etoll.gov.pl.
Users will be able to choose the most convenient way for them to transmit geolocation data to the system:
- The e-TOLL PL mobile application – available today for free download from Google Play or the App Store. The application is integrated with the SENT system, making it possible to simultaneously transmit geolocation data for road toll collection and the transport of goods covered by the SENT system.
- OBU – available from an OBU operator or through the Ministry of Finance distribution network.
- ZSL – check whether the ZSL system installed in the vehicle is compatible with e-TOLL. If it is, ask the operator to activate the service. If the device is not compatible, it must be replaced.
What about light-vehicle travel?
From 24 June, light-vehicle users (under 3.5 tonnes) with a personalised viaAUTO device or the free e-TOLL PL application can use the e-TOLL system on the A2 Konin-Stryków and A4 Wrocław-Sośnica motorways, travelling in dedicated, marked lanes.
Organisation of toll plazas on Konin-Stryków (A2) and Bielany Wrocławskie-Sośnica (A4)
ENTRY
- When entering the motorway through toll plazas, pay attention to choosing the correct entry lane. Each lane is clearly marked, making it easier for drivers to enter the tolled motorway smoothly. A green arrow means that the lane is open to traffic, while a red cross means that it is closed.
- Drivers who wish to use the manual payment method should choose any open entry lane on the left side of the toll plaza that is not marked with the e-TOLL sign and take a ticket.
- Drivers of passenger vehicles using the electronic payment method in the e-TOLL system should choose lanes above which the e-TOLL sign is displayed. Depending on the location of the toll plaza, this will be:
- On the A2 Konin-Stryków section, the rightmost lane at toll collection stations (SPOs), or the two rightmost lanes at toll plazas (PPOs), counting from the right, marked with a sign bearing the e-TOLL symbol.
- On the A4 Wrocław-Sośnica section, the rightmost lane at toll collection stations (SPOs), or the two rightmost lanes at toll plazas (PPOs), counting from the right, marked with a sign bearing the e-TOLL symbol.
- Tickets cannot be obtained in the dedicated e-TOLL entry lanes.
EXIT
- When exiting the motorways through toll plazas, pay attention to choosing the correct exit lane. Each lane is clearly marked, making it easier for drivers to leave the tolled road smoothly. A green arrow means that the lane is open to traffic, while a red cross means that it is closed.
- Drivers who wish to use the manual payment method should choose any open exit lane on the left side of the toll plaza, above which there is a sign symbolising a toll collector. The number of open lanes depends on traffic volume.
- Drivers of passenger vehicles using the electronic payment method in the e-TOLL system should choose lanes above which the e-TOLL sign is displayed. Depending on the location of the toll plaza, this will be:
- On the A2 Konin-Stryków section, the rightmost lane at toll collection stations (SPOs), or the two rightmost lanes at toll plazas (PPOs), counting from the right, marked with a sign bearing the e-TOLL symbol.
- On the A4 Wrocław-Sośnica section – the rightmost lane at toll collection stations (SPOs), or the three rightmost lanes at toll plazas (PPOs), counting from the right, marked with a sign bearing the e-TOLL symbol.
- Tolls cannot be paid in cash, by payment card or fleet card in the dedicated e-TOLL exit lanes.
Free flow from 1 December 2021
From 1 December 2021, travel on state-owned motorway sections will take place without stopping at toll gates. Light-vehicle drivers will be able to pay for their journey in two ways:
- purchasing a motorway ticket, for example at a petrol station, by providing the vehicle registration number,
- based on geolocation data transmitted to e-TOLL, analogously to heavy vehicles – using OBU/ZSL or the e-TOLL PL application.
Will carriers receive a tax relief?
The tax relief will apply to OBU/ZSL devices. Costs incurred in 2021 for purchasing OBU/ZSL devices (purchase or leasing) and maintaining them, such as subscription fees, will be deductible from income.
The amount deducted will depend on the number of OBU/ZSL devices owned.
The maximum relief is PLN 500 (net) for each taxpayer’s vehicle that made a journey in 2021 and paid for it electronically.
