As reported by the election commissioner, 119 people took part in the by-election to the Nowogrodziec Municipal Council, or… 15.78% of those eligible to vote. A total of 116 valid votes were cast (97.48% of the total number of votes cast).
Zbigniew Kapusta was elected councillor.
Let us recall. In September last year, we reported that Krzysztof Durda had ceased to serve as a councillor of Nowogrodziec. At that time, the following announcement appeared on the Gmina Nowogrodziec website:
Pursuant to Article 384 § 3 of the Electoral Code Act, as of today [10 September – editor’s note: istotne.pl], Mr Krzysztof Durda ceases to serve as a councillor. As a result, a by-election to fill the composition of the Nowogrodziec Municipal Council will be held, ordered by the Lower Silesian Voivode and conducted within three months of the mandate expiring.
However, the whole matter began earlier, in 2019. At that time, the then Lower Silesian Voivode Paweł Hreniak revoked the mandate of Nowogrodziec Municipal Council member Krzysztof Durda by way of a substitute order and notified the Ministry of the Interior and Administration of the matter.
At that time, Nowogrodziec officials reported on their website:
The reason was a violation of Article 24f of the Act on Municipal Self-Government (conducting business activity using commercial premises owned by the Gmina Nowogrodziec).
And they added:
The above actions were preceded by proceedings before the Voivode. Despite being summoned by the Lower Silesian Voivode in a letter [z] dated 19 June 2019, the Nowogrodziec Municipal Council did not adopt a resolution on revoking the mandate of the aforementioned councillor.
For this reason, on 10 September 2019, the Voivode issued a substitute order in the matter.
