Agnieszka Rzeźnicka-Gniadek, press spokesperson for the Lower Silesian KAS, explains:
Since 1 May this year, e-cigarette liquids and novel products without excise-duty stamps may no longer be sold commercially. If an entity that possessed such products without excise-duty stamps on 1 May this year wishes to continue selling them, it must withdraw them from sale and legalise them, that is, affix legalisation bands to them.
Meanwhile, officers of the Lower Silesian National Revenue Administration found nearly 2,500 such products without excise-duty stamps at a retail outlet in the passageway of one of the shopping centres in Świdnica. In addition, some of the e-cigarette liquid was offered for sale in 100 ml containers, which is contrary to the Act on Health Protection Against the Consequences of Using Tobacco and Tobacco Products.
A total of 43.5 litres of e-cigarette liquid in 100 ml spare containers and approximately 2,000 units of e-cigarette liquid in 10 ml containers were secured. KAS: “The losses to which the State Treasury was exposed amounted to PLN 42,000 in total.

The discovered e-cigarette liquids were seized for criminal and fiscal proceedings. Some of them will undergo laboratory testing for the presence of substances prohibited in e-cigarette liquids.
