The purpose of the resolution under preparation is to help entrepreneurs in the catering industry by exempting entrepreneurs selling alcoholic beverages from the fee for the first and second instalments due in 2021. It also provides for the refund of two-thirds of the fee collected from those entrepreneurs who paid the fee for 2021 in a single payment by 31 January 2021.

The draft resolution results from the fact that many people running businesses have found themselves in a difficult situation due to the introduction of the state of epidemic in Poland. One of the industries that has suffered most is the catering industry. Because catering establishments have been closed, entrepreneurs are unable to use their permits to sell alcoholic beverages, but they must pay the fee for using those permits in 2021.
Since 26 January this year, when an amendment to the so-called COVID Act entered into force, municipal councils have had the authority to act in this area.
The Bolesławiec City Council may adopt a resolution on exemption from the fee due for 2021 for the use, within Bolesławiec, of permits to sell alcoholic beverages intended for consumption at the place of sale. Bolesławiec Mayor Piotr Roman plans to present the relevant draft resolution at the next session, on 24 February.
