In Lower Silesia, in addition to the Legnica bypass, the government’s 100 Bypasses Programme also includes:

  • the Głogów bypass along DK12
  • the Kaczorów bypass along DK3
  • the Oława bypass along DK94
  • the Międzybórz bypass along DK25
  • the Milicz bypass along DK15
  • the Złoty Stok bypass along DK46.

What about the Legnica project?

General Directorate for National Roads and Motorways:

Because the Legnica bypass runs through the city of Legnica, which has county rights, as well as the Municipality of Legnickie Pole, it must be carried out jointly by the Municipality of Legnica and GDDKiA. Only the implementation of all sections of Legnica’s eastern bypass in this way will ensure its proper functioning and the achievement of its intended objective. The Municipality of Legnica is responsible for preparing the tender procedure.

As part of the project, the design contractor will prepare:
a) a Technical, Economic and Environmental Study with elements of a Programme Concept (STEŚ-R)
b) materials required to obtain the environmental decision (DŚU)
c) a Functional and Utility Programme (PFU).

GDDKiA will finance the design work for the approximately 2.8-kilometre section located outside the city limits of Legnica, from Gniewomierska Street to Sikorskiego Street, while the Municipality of Legnica will finance the section within the city’s administrative boundaries.

The deadline for submitting bids is 29 July 2020. The documentation is scheduled to be completed in 2024.

What exactly will be done?

The project includes:

  • reconstruction of a section of Gniewomierska Street
  • construction of the missing section of GDDKiA’s Legnica bypass, from Gniewomierska Street to the intersection of Sikorskiego Street and Koskowicka Street, including construction of a viaduct over the PKP railway tracks
  • reconstruction of Sikorskiego Street from its intersection with Koskowicka Street to its intersection with Wrocławska Street.

Road officials:

The aim of the project is to build the Legnica bypass, creating an integrated national and international road network linking the A4, S3 (DK3) and DK94, while bypassing Legnica’s city centre.

They add:

Creating a comfortable and fast road connection between the A4, S3 and DK94 will have a positive impact on the economic development of the region and the Legnica Special Economic Zone. Due to the poor travel conditions on national road No. 94 through Legnica, including through the city’s historic centre, construction of the missing section of the bypass outside the city with county rights will provide proper access to urbanised and industrialised areas and allow transit traffic to be removed from the city centre. This will improve traffic conditions and road-user and resident safety.

When will construction of the Legnica bypass be completed?

GDDKiA: “The project is scheduled to be carried out under the ‘Design and Build’ formula in 2026–2028.”
