A dog owner has many responsibilities. One particularly important responsibility, affecting people’s safety and health, is the duty to take ordinary and legally required precautions when keeping an animal, as set out in Article 77 of the Code of Petty Offences. Less than two years ago, noting the serious danger associated with owners failing to fulfil this duty, the legislator tightened the applicable penalties, not only increasing the maximum fine from PLN 250 to PLN 1,000, but also allowing a sentence of restriction of liberty for this offence, alongside a fine and a reprimand.
It is significant that the number of people bitten by dogs, unfortunately, remains at the same level every year. Undoubtedly, ordinary precautions when keeping animals include a leash and a muzzle. The problem of owners walking dogs without observing these rules remains current, and Bolesławiec municipal police officers will continue to respond and impose severe penalties on irresponsible dog owners who decide to walk their dogs in violation of the above provision, that is, without a leash, a muzzle or any supervision.
Through such careless behaviour, dog owners create a real threat to the health and lives of other people. Unfortunately, we often hear about tragic attacks on defenceless children, who are attacked by animals that adults have failed to supervise. By observing the applicable laws, we can certainly prevent such incidents—and it takes so little: a leash and a muzzle.

“Art. 77 § 1 Anyone who fails to take ordinary and legally required precautions when keeping an animal is subject to a sentence of restriction of liberty, a fine of up to PLN 1,000 or a reprimand.
§ 2 Anyone who commits the act specified in § 1 while keeping an animal whose behaviour poses a danger to human life or health is subject to a sentence of restriction of liberty, a fine or a reprimand.”“Art. 78 Anyone who, by teasing or frightening an animal, causes it to become dangerous is subject to a sentence of restriction of liberty, a fine of up to PLN 1,000 or a reprimand.”
“Art. 108 Anyone who sets a dog on a person is subject to a sentence of restriction of liberty, a fine or a reprimand.”
In addition to the provisions of the Code of Petty Offences, animal owners are also required to clean up after their animals, as clearly follows from the regulations on maintaining cleanliness and order in the city of Bolesławiec. Therefore, failure to fulfil this duty constitutes an offence for which a municipal police officer may issue a fine of up to PLN 500.

This often-underestimated duty unfortunately also poses a serious threat to people’s health, especially that of young children, who may come across dog faeces while playing in the yard. As it turns out, during patrol duty, the presence of a municipal police officer prompts people to nervously search for a bag, tissue or anything else with which they can clean up the dog mess. This shows an awareness of the owner’s responsibility, so we appeal: Put dog faeces in the bin! A dog will not clean up after itself.
