The primary objective of the operation will be to remove from the roads vehicles whose technical condition indicates improper engine operation or damage to the exhaust system. Nevertheless, police officers will pay attention to any unlawful behavior.
The officers add:
The operation will focus on conducting as many vehicle exhaust-emissions tests as possible on vehicles suspected on reasonable grounds of violating environmental protection requirements.
In connection with overseeing the safety and order of road traffic, a police officer is authorized, among other things, to check the technical condition of a vehicle on the road. If it is determined or reasonably suspected that a vehicle violates environmental protection requirements, the police officer is required to seize the registration certificate.
The operation will also have an informational and educational character. Police officers will remind drivers that the smog we feel is also caused by technically defective vehicles emitting excessively toxic exhaust fumes.
