The widespread practice of scanning identity cards was criticised both by the Inspector General for the Protection of Personal Data and by the Personal Data Protection Office. Why? A duplicated document could easily be used for criminal purposes. (Fraudsters used this method to obtain loans fraudulently.)

It appears that these arguments eventually reached the government, which decided to ban scanning. From 12 July, companies will only be allowed to ask to see an identity card and record the data necessary to verify the identity of the person with whom they are entering into an agreement. The creation of replicas of documents, such as collectible identity cards, will also be prohibited.
