On June 5, 2018, Bolesławiec Mayor Piotr Roman and Janusz Sobczyk, a member of the board of the “Lew” Group from Częstochowa, signed an agreement for services related to the implementation and operation of the Bolesławiec Resident Card System as part of the Electronic Resident Card System and Local Government Loyalty Program they developed.
The “Bolesławiec Resident Card” program was created for people whose place of residence is the city of Bolesławiec. The “Bolesławiec Resident Card” will come into effect on September 1, 2018. Introducing the “Bolesławiec Resident Card” program is part of the social policy of the Bolesławiec municipal government and strengthens the city’s promotion in order to encourage people from outside Bolesławiec to settle there.
In April this year, the Bolesławiec City Council adopted a resolution on the “Bolesławiec Resident Card” program, together with a list of discounts on services provided by municipal institutions, units and organizational entities operating in the fields of culture, sport and recreation:
- Municipal Sports and Recreation Centre in Bolesławiec
- Termy Bolesławiec:
5% off admission to the brine pools
5% off admission to the salt cave
5% off admission to the gym and fitness facilities. The discount does not apply to services provided in the SPA area or cosmetic treatments - Water Sports Centre:
10% off admission to the summer pools, tennis courts and courts for beach volleyball and boules. The discount does not apply to equipment rental, site fees, rental of the festival grounds (shelter) or hotel services - Bolesławiec Ice Rink:
10% off admission to the ice rink. The discount does not apply to equipment rental, including skates - Leśny Potok:
10% off admission to the swimming pool and tennis courts. The discount does not apply to equipment rental, site fees or rental of the shelter
The discounts granted do not apply to advertising services, making facilities available (rental or lease), technical equipment rental, hotel services or the organization of commissioned events
- Termy Bolesławiec:
- Museum of Ceramics in Bolesławiec – Ceramics Department at Adama Mickiewicza Street and City History Department at Kutuzowa Street: free admission to the Museum (both departments)
- “Orzeł” Cultural Integration Centre at Chopina Street:
10% off film screening tickets - “ORKA” Indoor Sports and Recreation Swimming Pool at Ks. Jerzego Popiełuszki Square:
5% off swimming pool admission
5% off admission to the pool with sauna
5% off gym admission.
The “Bolesławiec Resident Card” may be obtained by any resident of the city of Bolesławiec who:
- settles personal income tax with the Tax Office in Bolesławiec and declares in their tax return that their permanent place of residence is the city of Bolesławiec;
- is a farmer whose sole source of livelihood is agriculture;
- is unemployed;
- receives a permanent allowance from the Municipal Social Welfare Centre in Bolesławiec.
The following family members of a person who settles personal income tax with the Tax Office in Bolesławiec and declares in their tax return that their permanent place of residence is the city of Bolesławiec are also entitled to the BKM: those who permanently reside in Bolesławiec and have no income:
- an unemployed spouse;
- children under 18, or continuing their education until the age of 25;
- people with disabilities.
Children staying in a children’s home located in Bolesławiec and children in foster families from the city of Bolesławiec are also entitled to receive the BKM.
The BKM is issued for five years, upon an application submitted to Bolesławiec City Hall. Benefits resulting from holding the BKM cannot be combined with benefits provided under other cards issued pursuant to resolutions of the Bolesławiec City Council.
The objectives of the “Bolesławiec Resident Card” program include improving residents’ living conditions and quality of life by increasing access to public services and sports, recreational and cultural offerings, as well as shaping the culture of leisure.
At the same time, the “Bolesławiec Resident Card” program will strengthen the sense of local identity, increase residents’ participation in the social life of Bolesławiec and contribute to increased revenue for the Bolesławiec municipal government from its share of personal income tax.
