As many as 80 percent of the cars imported into Poland may have had their odometers rolled back. Considering the scale of private imports of used cars from the West, this means that the vast majority of vehicles on Polish roads have tampered odometers. How many? It is impossible to estimate.

The Polish government has noticed the problem and wants to change this. The Ministry of Justice has prepared a draft amendment to the Criminal Code that would make rolling back an odometer punishable. Under the proposed provisions, tampering with an odometer would carry a prison sentence of between three months and five years—both for the person ordering the fraud and the person carrying it out, such as a mechanic at a workshop. At present, this can be done without risking punishment; moreover, some workshops even offer such a “service.”

The same penalty—between three months and five years in prison—would apply if a car owner failed to report to a vehicle inspection station that the entire odometer had been replaced with a new one, for example because of a genuine or alleged malfunction.
