Returnees can count on a furnished apartment in Bolesławiec at 1 Piotra i Pawła Street, under a lease agreement concluded for an indefinite period, with rent waived for 24 months from the date the lease agreement is signed, excluding operating costs.

The apartment is located in the city centre, on the first floor, and consists of two rooms, a kitchen, a bathroom and a hallway (57.56 sq m in total). It is equipped with water and sewage, gas and electricity installations.

The family can also count on assistance in finding employment or starting a business, as well as in handling all official and administrative matters related to settling in Bolesławiec. The assistance also includes covering translation costs and other expenses related to obtaining Polish documents, registering with the employment office, securing disability and retirement pension entitlements, and so on.

The Repatriation Act states that a returnee is a person who has arrived in the Republic of Poland on the basis of a national visa issued for the purpose of repatriation, with the intention of settling permanently. Such a visa may be issued to a person of Polish origin who, before the Act entered into force, lived in the territory of the present-day Republics of Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Georgia, Turkmenistan, or the Asian part of the Russian Federation.

This visa may also be issued to the spouse and descendants up to the fourth degree of the aforementioned person, as well as to their spouses. These people acquire Polish citizenship by operation of law on the day they cross the border of the Republic of Poland. One of the conditions for obtaining this visa is confirmation that settlement conditions are available.

A document confirming this fact is, among other things, a resolution of the municipal council undertaking to provide settlement conditions for a period of no less than two years. A municipality whose council has adopted a resolution undertaking to provide a dwelling for an unnamed repatriate candidate and to conclude an indefinite-term agreement granting legal title to the dwelling is eligible for a subsidy from the state budget.

The state-budget subsidy for the municipality’s own tasks amounts to up to PLN 200,530, that is, the equivalent of the product of 55 sq m of usable floor area and the conversion rate for the cost of replacing 1 sq m in the given county, announced by the voivode and applicable on the date the municipality submits its application to the voivode. (In the case of Bolesławiec, the replacement cost of 1 sq m is PLN 3,646, pursuant to the Announcement of the Lower Silesian Voivode of 27 September 2017 on determining the conversion rates for the replacement cost of 1 sq m of the usable floor area of residential buildings.) The subsidy will be used to cover renovation and adaptation costs, including gas heating, as well as basic furniture, household appliances and other equipment necessary for living.
