The enrollment process will once again be conducted electronically. It is a proven, highly convenient solution that parents rate very highly.
Residents of Legnica can choose a facility online and complete the “Application for admission of a child to a kindergarten or preschool class at a primary school run by the city.” Legnica has 15 public kindergartens and preschool classes in six primary schools. This year, the network of preschool education facilities will be expanded by two new municipal kindergartens – at 1 Krzemieniecka Street and 13 Plutona Street. They will provide an additional 200 places.
A maximum of three facilities may be selected, listed from most to least preferred. People without internet access may enroll their child in person at their most preferred kindergarten or at the primary school where a preschool class operates.
The criteria considered in the recruitment process were changed by a resolution of the City Council dated 29 January 2018, which is very important for parents of preschool-age children. The highest number of points is awarded for criterion no. 1 – both parents working or studying full-time. Meeting this criterion earns 32 points. The second criterion for which a high number of points (16) can be earned is indicating Legnica as the place of residence in the annual personal income tax return by both parents or by a single parent raising the child.
The fundamental change concerns how compliance with the criteria is documented. The declarations previously written by parents have been replaced with documents issued by institutions confirming that the criteria are met.
Demographic data show that, from September 2018, preschool care should be provided for 3,476 children born between 2012 and 2014. It is worth recalling that in recent years the rate of participation in preschool education in our city has been very high; in 2017 it stood at 97.96 percent. This is a European-level result.
The city’s expenditure on preschool care amounted to nearly PLN 35.1 million in 2017. The cost of maintaining one child in a kindergarten is approximately PLN 950 per month, of which about PLN 800 is covered by a subsidy from the city budget. The city also supports parents who send their children to private facilities by subsidizing their attendance at approximately 75 percent of the costs incurred in public facilities.
It should be recalled that for several years, parents in Legnica have paid only one zloty for each hour their child stays in a public kindergarten beyond the compulsory five-hour period.
All additional activities, such as artistic classes—including dance and music activities—as well as sports activities, do not burden parents, as they are financed by the city. The Mayor decided to organize one hundred hours of such activities per week in the 2017/2018 school year. They are all organized according to the needs reported by parents.
