Our reader drew attention to the removal of waste by MZGK Bolesławiec this year. The issue concerns bio-waste. In an email to the editorial office, she wrote:

Bolesławiec Rural Municipality took steps in this matter a long time ago and purchased, then made available, brown plastic containers for bio-waste. Meanwhile, the city has still said nothing about the matter. In mid-January, they distributed brown bags, left them by the rubbish containers and consider the matter settled? What are residents of single-family homes supposed to do with these bags? Keep them at home all week so that they smell, rot, etc.; or leave them outside so that the wind carries them away and animals tear them apart???? Where is any information about which days this waste will be collected???? NOTHING...

We give the floor to Agnieszka Gergont, spokesperson for the Bolesławiec municipal authorities:

Resolution No. XL/400/2017 of the Bolesławiec City Council, dated 24 October 2017, on the detailed method and scope of providing services for collecting municipal waste from property owners and managing this waste in exchange for the fee paid by the property owner for municipal waste management states, among other things, that properties occupied in single-family housing developments will be equipped with bags for collecting paper waste, including cardboard and paper packaging; glass waste, including glass packaging; plastics, including metal waste and metal packaging, plastic waste and plastic packaging, as well as multi-material packaging waste; and biodegradable waste, with particular emphasis on bio-waste, including green waste.

The resolution also specifies the frequency of municipal waste collection from property owners. Separately collected biodegradable waste, with particular emphasis on bio-waste, including green waste, is collected:

  • in single-family housing developments – no less than twice a week from April to November and no less than once a week from January to March and in December;
  • in multi-family housing developments – no less than three times a week from April to November and no less than once a week from January to March and in December;
  • from properties used for recreational and leisure purposes, used only during part of the year – no less than twice a week from April to November and no less than once a week from January to March and in December.

The Bolesławiec City Hall website publishes information concerning:

  1. the municipal waste collection schedule,
  2. the locations and hours for accepting municipal waste at the central selective municipal waste collection point, as well as detailed descriptions of this waste.

If services are improperly provided by the company collecting municipal waste from property owners or by the operator of a selective municipal waste collection point, the property owner may report this fact in writing to the Mayor of Bolesławiec no later than within 7 days of the event. The report should contain:

  1. the property owner's details;
  2. the address of the property concerned by the event;
  3. a brief description of the event;
  4. the property owner's signature.

All information about the detailed method and scope of services concerning the collection of municipal waste from property owners is available at www.boleslawiec.eu in the “Municipal waste” section (on the left side of the website). The “Municipal waste” section also contains the schedule for collecting sorted waste from single-family housing developments in the city of Bolesławiec, including the detailed BIO-WASTE schedule for January 2018–March 2018.

In Bolesławiec, together with the distribution of municipal waste bags intended for residents of single-family properties, sets of information materials, in the form of leaflets, about municipal waste management and the collection schedule for individual waste fractions were prepared and distributed. (It is also worth mentioning that every property owner may independently, at their own expense, obtain a container for biodegradable waste, with particular emphasis on bio-waste. However, it should be remembered that under Resolution No. XL/399/2017 of the Bolesławiec City Council, dated 24 October 2017, concerning the regulations for maintaining cleanliness and order in the city of Bolesławiec, municipal waste containers should be closed and watertight, intended exclusively for this purpose and adapted for emptying by specialised vehicles. The colour of the containers is also important. Brown is designated for bio-waste.)

As part of educational and informational activities concerning the proper handling of waste, and in particular the selective collection of municipal waste, Bolesławiec residents were provided with the free “EcoHarmonogram” app for smartphones. In addition to the collection schedule for individual municipal waste fractions, the app contains information about the Selective Municipal Waste Collection Point and “eco-education”—how to sort waste. The app also allows users to submit reports, for example concerning the collection of bulky waste. The app is available for ANDROID, WINDOWS PHONE and APPLE iOS systems.
