Comparing the first half of 2017 with the first halves of 2016 and 2015, a drastic increase in the number of reported hate crimes can be observed.

  • First half of 2015 – 497 reported crimes
  • First half of 2016 – 566 reported crimes
  • First half of 2017 – 696 reported crimes

Conclusion: over two years, Poland recorded a 40% increase in reports of hate crimes (that is, mostly crimes under Articles 119, 256 and 257 of the Criminal Code).

Fact 2

A year-on-year comparison of these figures also reveals a drastic increase in the number of reported hate crimes.

  • In 2013, 835 proceedings were conducted, including 719 new ones
  • In 2014, 1,365 proceedings were conducted, including 1,062 new ones
  • In 2015, 1,548 proceedings were conducted, including 1,169 new ones
  • In 2016, 1,632 proceedings were conducted, including 1,314 new ones

Fact 3

Minister Błaszczak stated that an increase in the detection rate of hate crimes can currently be observed. However, he provided data for 2016; if we take into account the latest data for the first half of 2017, a decline in the detection rate can be observed.

In 2016, the detection rate for hate crimes stood at 23.9%. In the first half of 2017, the detection rate for hate crimes stood at 21%.

Fact 4

In the first half of 2017, people of the Muslim faith were the most frequent victims of hate crimes. Approximately 20% of all reported hate crimes concerned attacks on Muslims.
