A reader wrote to us after noticing during a walk around Bolesławiec that, in his opinion, there are very few rubbish bins in the city. “When you want to throw away a piece of paper or a cigarette butt, you have to walk about 100 metres,” he stressed. He added that, for example, there are apparently no bins at all on Grunwaldzka Street.

We asked Grażyna Strzyżewska, deputy head of the Municipal Housing Management Authority in Bolesławiec, about this. Here is the official’s comment:

The matter referred to in the questions is complicated, as there are no clear regulations requiring street bins to be installed, especially since there are many road administrators. The provisions of the Act on Maintaining Cleanliness and Order in Municipalities state only that responsibility for maintaining cleanliness and order on public roads rests with the road authority. The road authority’s duties include, among other things, collecting and disposing of waste accumulated in containers intended for this purpose and maintaining these containers in an appropriate sanitary, orderly and technical condition. However, “our” regulations on maintaining cleanliness and order in the city of Bolesławiec […] specify only the capacity of street bins: they may not be smaller than 35 litres.

G. Strzyżewska added: “Grunwaldzka Street is a county road, and the County Roads Authority is responsible for its cleanliness.”
