A T-Mobile transmitter is to be built on one of the plots on Graniczna Street in Bolesławiec. A large number of residents of Łąkowa, Kraszewskiego and the aforementioned Graniczna streets are outraged by this. “We know about the harmful effects of this type of transmitter,” one of the women living there told istotne.pl. She added that residents were also angered by the fact that only a few households had been notified by the County Office about the planned construction of the GSM transmitter. (Only those households were therefore recognized by the office as parties to the proceedings).

What does the matter look like from the perspective of the Bolesławiec County Office? “In accordance with Polish law, the Starosta is the authority issuing construction permits. The investor submitted an application to erect a mast on Graniczna Street,” explains Radosław Palczewski, secretary of Bolesławiec County. “We called on the investor to supplement the submitted documents because, in our assessment, they are insufficient for the matter to be considered.”

The residents did not sit idly by. By Thursday, October 26, as many as 74 people had notified the County Office that they wished to join the proceedings as parties. How many of them will be recognized as parties is not yet known. “Each application will be examined separately,” the secretary assures us.

T-Mobile still has some time to supplement the documentation. Until it does so, it is difficult to predict whether it will receive a permit to build the mast. “Under Polish law, if an investor owns a plot, they have the right to place on it any structure that complies with the local spatial development plan. Therefore, if the investor’s project complies with the regulations and construction law, unfortunately the Starosta will not be able to refuse to issue a construction permit,” explains R. Palczewski. He adds: “At this stage, I cannot say what the Starosta’s decision will be.”
