An essential condition for joining the Programme is the adoption by the Bolesławiec City Council of Regulations for granting targeted subsidies to individuals and housing communities from the budget of the Municipal Commune of Bolesławiec for a task aimed at reducing low emissions, involving a change in the heating system under the programme “Reducing low emissions in the Lower Silesian Voivodeship”, with financial support from the Wrocław Voivodeship Fund for Environmental Protection and Water Management.

The Regulations will specify, among other things, the rules for accepting applications, the method of settlement and the method of transferring funding to beneficiaries. The resolution will be submitted for consideration at the session of the Bolesławiec City Council on 28 June 2017. The draft resolution contains the following information:

Programme beneficiaries (applicants):

  1. Individuals, including individuals conducting business activity in a residential unit submitted for funding.
  2. Housing communities whose members use heat generated in a shared boiler room (for a single building or several buildings).
  3. Owners, co-owners or tenants of properties that do not form part of the municipal housing stock.

Scope of support:

projects involving the removal of old-generation boilers and the purchase and installation of an environmentally friendly heat source together with a central heating and domestic hot water system:

  • gas boilers,
  • light fuel oil boilers,
  • electric-powered stoves,
  • solid-fuel or biomass boilers (at least class 5 according to PN-EN 303-5:2012)
  • connection to district heating networks,
  • renewable energy sources (RES) – heat pumps, solar collectors, photovoltaic cells and small household wind power plants used to power the source.

Photovoltaic, wind or hybrid (PV-wind) installations may be financed only if they are used to power a new heat source. The capacity of such a RES installation may not exceed the limits specified for microinstallations.

Form of funding:

In the case of connection to ZEC district heating networks, the subsidy will amount to 100% of the eligible costs of the project, with the upper limit of these costs set at PLN 50,000.00.

Funding for the replacement of local heat sources powered by solid fuels or biomass with a modern heat source, or the elimination of local heat sources powered by solid fuels or biomass through the use of renewable energy sources (RES), will be possible provided that connection to the heating network is not planned by 31 January 2019 and that it is technically impossible to connect to the heating network.

In other cases, funding will amount to up to 50% of the eligible costs of the project, with the following upper cost limits:

  • for an apartment in a multi-family building – up to 50% of PLN 14,000.00
  • for a single-family house – up to 50% of PLN 20,000.00 in the case of a boiler room supplying heat to a multi-family building, the eligible cost limit for such an installation will be determined based on the number of apartments served – as the product of that number and up to 50% of PLN 8,000.00.

Eligible costs:

Costs incurred between 1 January 2017 and 30 September 2018.

Applications will be accepted periodically until the funds are exhausted. Only complete applications will be considered.

After the Regulations are adopted, Bolesławiec City Hall will announce the first call for applications, together with templates of the required documents and declarations necessary to receive and settle the subsidy. All information on this subject will be available on the City Hall website and on the Municipal Commune of Bolesławiec Public Information Bulletin website, under the “Environmental protection” menu, in the “Subsidy – changing the heating method” tab.

“We encourage residents to monitor the Bolesławiec City Hall website, www.boleslawiec.eu,” municipal officials say. “In a few days, information will appear about subsidies for replacing coal-fired stoves with modern heating sources. An information campaign for residents will also be conducted through all available information channels. Open information meetings will be held with representatives of the Voivodeship Fund for Environmental Protection and Water Management and City Hall employees.”

They add: “Declarations of participation in the programme will be available for download from the websites and will also be available at City Hall, at the Customer Service offices and at the Public Procurement and Municipal Investments Department of Bolesławiec City Hall. We encourage Bolesławiec residents to submit their declarations without delay so that the information they contain can be analysed and forwarded by City Hall to the Voivodeship Fund for Environmental Protection.”
