– This is unthinkable – Adam Biesiadecki, a councillor of the Bolesławiec City Council, tells istotne.pl Adam Biesiadecki. As the councillor from the Roman Forum explained to us, the matter looks like this: an entrepreneur bought a plot of land in Zabobrze. He brought rubble there because he wanted to raise the level of the land. This did not bother anyone at first. Then, however – thanks to the Szyszko Law – he cut down the trees and... began storing rubbish. – Flowers, plastics, leaves, grass, even car parts – the councillor from the Forum group lists. The result? A horrible stench, which local residents continually complain about.

Two city councillors from Zabobrze became heavily involved in the matter: former councillor Andrzej Czeczutka from PO, and the current one, Adam Biesiadecki. The latter notified City Hall officials about the landfill (an on-site inspection was carried out) and the Municipal Police. The latter issued the owner a PLN 500 fine for storing waste in a place not designated for that purpose.

However, according to A. Biesiadecki, this achieved little. As the Forum councillor assured us today, the rubbish has still not been removed. It was merely covered and compacted with an excavator. Councillor Czeczutka is to take the matter to court.

Maciej Jagielski, head of Ogrody Jagielski and owner of the aforementioned plot: – It was not, is not and will not be a landfill. At the end of last week, I cleaned up the area. I was there the day before yesterday and I can no longer smell the odour. I did indeed neglect the matter, because the biomass should have been covered regularly with a layer of humus. I sincerely apologise to the neighbours and residents of Zabobrze for the inconvenience. This should not have happened.

The property owner explains that someone dumped waste on his plot that should have gone to a PSZOK waste collection point. – I found a broken chandelier, armchairs and car parts – says M. Jagielski. – This is my property, so I will have to remove the rubbish. Because I did not have enough time, I accepted the fine from the Municipal Police.

In a conversation with the istotne.pl portal, the company head also noted that he was surprised that no one had tried to contact him about the odour. We told our interviewee that Councillor Biesiadecki had told us he had informed the entrepreneur about it. – That is a lie with a capital L – says the property owner. – He did not contact me, call me or speak to me; he immediately took an adversarial approach. The whole story has been blown out of proportion unnecessarily; communication would have been enough and there would have been no issue. Mr Biesiadecki is a councillor for all the residents of Zabobrze, yet he acted against their interests. He could have reacted much sooner. I have long-term plans for this plot. An ornamental plant nursery is to be established there, and in a few years I intend to settle there. Why would I create a stench for my neighbours?
