To eliminate the arrears that had accumulated over several years, the office hired additional staff and introduced a new system for recording fines issued.

Twenty-four officials of the voivodeship office were responsible for collecting unpaid fines. Every day, they submitted 700 applications for debt enforcement. The Lower Silesian Voivode decided to speed up these efforts by additionally employing 20 interns. As a result, the number of proceedings initiated rose from 700 to 3,000 per day. Officials estimate that by 15 January 2005 all arrears will have been eliminated and enforcement proceedings will be conducted on an ongoing basis.

Tax offices, to which applications from voivodeship offices are forwarded, will not have any shortage of work. Drivers who have not paid their fines must expect enforcement by a bailiff or garnishment of their wages.
