Several dozen delegates from across the county took part in the Bolesławiec congress. From among themselves, they elected a chairperson, secretary, members of the audit committee, members of the Regional Council, members of the County Council and the remaining delegates to the Regional Congress.
Kazimierz Sas was re-elected chairperson. He received 60 votes in favour and 8 against. Stanisław Szypulski became Secretary of the SLD County Council. He received 65 votes; no one voted against him.
The Audit Committee members were: Mieczysław Stulin, Wiesław Urbański and Stanisław Zapiór.

The delegates to the Third Lower Silesian SLD Congress were: Franciszek Bachór, Roman Denysiewicz, Halina Gniewek, Krzysztof Wenzel and Grażyna Zbieg. Józef Burniak and Kazimierz Sas became members of the Lower Silesian SLD Council.
The Fourth SLD County Congress lasted more than six hours. The guests at the meeting were: SLD deputy chairperson and Minister of National Defence Jerzy Szmajdziński, SLD Secretary General Marek Dyduch, MP Michał Turkiewicz, MP Olgierd Poniżnik, Secretary of the Lower Silesian SLD Council Leszek Cybulski and Deputy Secretary of the Lower Silesian Council Radosław Mołoń.
