In the final days of December last year, the Bolesławiec Municipal Council adopted, among others, the following resolutions concerning:
1) adoption of the Municipal Council’s Action Program for 1994–98,
2) the municipality’s budget for 1995,
3) approval of the revenues and expenditures of the Municipal Environmental Protection and Water Management Fund for 1995.
In the adopted Action Program, the Municipal Council defined the municipality’s main development directions for the coming years. In preparing this document, the Council assumed that adopting the Program at the beginning of its term would make it possible to determine which development directions should be regarded as priorities, in the interest of all the municipality’s residents.
On the basis of this Program, it will be possible to draw up detailed annual plans containing tasks arising from the municipality’s long-term objectives. This will also make it possible to determine the order in which tasks are carried out, based exclusively on rational and economic considerations as well as grassroots initiative and residents’ activity.
The Program takes into account both tasks arising from previously undertaken and consistently implemented investment projects and newly launched investments intended to quickly resolve specific problems facing the municipality.
It assumes that the implementation of new investments should be preceded by the preparation of general concepts defining the economic relationships and sources of financing that will determine the order in which they are carried out.
Discussing the program assumptions for the coming term in greater detail, it should be noted that during this period there should be no reduction in the pace or scope of municipal investments, provided that:
-maintaining municipal revenues at their current or a higher level,
-proper preparation of the investment cycle for the tasks,
-strengthening the staffing and equipment of the investment services.
The most important measures planned over the next four years to bring about a noticeable improvement in the population’s living conditions include:
-completing the construction of the municipal water-supply network and negotiating jointly with the City Council the terms for municipalizing the assets of the Voivodeship Water and Sewerage Enterprise and administering this property,
-organizing forest management and protecting forest resources from pollution and devastation,
-continuing road modernization by building roads connecting villages and roads within village built-up areas, as well as constructing lay-bys and pavements along main routes to improve road safety,
-continuing the initiatives already begun to provide the municipality with comprehensive telephone service, as part of the cooperation established with the Board of the Polish Telecommunications S.A. District in Wrocław,
-implementing pro-environmental measures in municipal services to protect the air (implementing the village gasification program) and soil (organizing wastewater management)—taking into account the opinions of the municipal community and the fact that sewerage investments are twice as expensive as gas investments, the Municipal Council gave priority to continuing gas investments, for which there is also a chance of obtaining additional funding. It was decided that sewerage investments should also be carried out, but first in the most urbanized villages with compact residential development. To resolve the waste-management problem, joint action should be taken with the City Council, seeking comprehensive solutions for the city and municipality,
-seeking the most economical solution to the problem of public transport in the municipality,
-carrying out necessary repairs to protect municipal buildings from further deterioration (repairs to roofs, sheet-metalwork and stairwells, and, in the longer term, façade repairs),
-comprehensively resolving the problem of proper fire protection by establishing village firefighting points,
-continuing and completing repairs and modernization of educational institutions not previously renovated, resolving the schools’ premises problems, mainly in Kraśnik Górny, Brzeźnik and Dobra, and continuing the gymnasium construction program,
-conducting substantive activities through the cultural institutions operating in the municipality, supporting grassroots cultural initiatives, and renovating the existing cultural and educational facilities,
-financing the operating costs of village health centers under the existing rules,
-directing the activities of the Municipal Social Welfare Center, in cooperation with councilors and village heads, toward providing social assistance to people in particularly difficult living conditions and expanding, at the expense of cash benefits, forms of assistance in kind.
