"NEIGHBORS ON GUARD"
1. WHO CAN JOIN THE INITIATIVE?
Of course, you and every resident of your block, housing estate or street.
2. WHAT WILL YOU DO?
Together with your neighbors, you will look after the area where you live, as well as your own and other people's property:
-you will initiate and organize guarded parking lots in your housing estate, respond when estate lighting is damaged, and demand that new lighting points be installed in the most dangerous places,
-if one of your neighbors goes away, you will pay particular attention to their apartment. With the neighbor's consent, you will remove mail addressed to them from their mailbox and keep it for them—a mailbox overflowing with letters may signal to a burglar that no one has been in the apartment for a long time,
-on a reciprocal basis, when you go away, your neighbors will watch over your apartment,
-if you have your neighbor's apartment keys, turn on the lights in different rooms in the evening (even for just several minutes), open a window, etc.,
3. HOW WILL YOU DO THIS? You will respond to all manifestations of hooliganism, vandalism and social pathology (drinking dens, places where criminal elements gather, etc.). You will pay attention to the presence in the area where you live of suspiciously behaving people who may be observing potential victims, their daily routines and the property they own. A stranger may be attempting a burglary, theft, robbery or rape. You and your neighbors can prevent this.
4. HOW WILL YOU RESPOND? YOU MUST CAREFULLY OBSERVE THE BEHAVIOR OF SUSPICIOUS STRANGERS, trying to remember as many details as possible about their appearance (description, clothing and the means of transport they use). If possible, photograph or record with a video camera the behavior of strangers and the criminal act they are committing. THIS MAY BE THE ONLY PIECE OF PHYSICAL EVIDENCE THAT WILL ENABLE THE PERPETRATOR TO FACE THE CONSEQUENCES OF THEIR ACT, AND YOU WILL EARN THE GRATITUDE OF THE POTENTIAL CRIME VICTIM FOR SAVING THEIR HEALTH OR PROPERTY.
REMEMBER: WHEN YOU CONCLUDE THAT ALL THE FACTS INDICATE YOU ARE DEALING WITH A CRIMINAL (CRIMINAL GROUP), BY ALL AVAILABLE MEANS NOTIFY THE NEAREST POLICE UNIT BY CALLING 997, OR USE THE EMERGENCY CHANNEL (CHANNEL 9) OF CB RADIO. IF YOU DO NOT HAVE THIS OPTION, ALERT A NEIGHBOR WHO HAS A TELEPHONE.
