FATHER WŁADYSŁAW RĄCZKA TO BECOME AN HONORARY CITIZEN OF BOLESŁAWIEC
A well-known, distinguished and widely respected priest will receive the honorary title and distinction during the local Cultural Holiday, the traditional “Bolesławiec Spring.” The ceremonial event will include the presentation of a diploma and a commemorative plaque.
The motion on this matter, together with extensive written justification, was submitted by councillor Paweł Śliwko, who also drafted a new regulation for granting the honorary distinction, based on the model used by the Gdynia City Council.
A FAMILY FROM KAZAKHSTAN TO SETTLE IN BOLESŁAWIEC
By decision of the City Board, arrangements will be made to settle one of the Polish diaspora families from Kazakhstan. In this way, the city will join the effort to help compatriots living abroad by providing the newcomers with housing and employment. The paradox is that near the town on the Bóbr there are entire former Soviet military-town settlements, now standing deserted amid derelict buildings, while our countrymen from the East live under a sense of threat and want to move en masse to their homeland...
DISCIPLINARY COMMISSION FOR LOCAL GOVERNMENT OFFICIALS
At the next session, councillors adopted a resolution establishing two disciplinary commissions to adjudicate cases involving breaches of official duties by employees of the urban municipality.
The first-instance commission members are: Bożena Cyga, Gabriela Kujawińska, Stefania Łomnicka, Danuta Nastalska, Kazimiera Popławska and Piotr Żak. The second-instance Disciplinary Commission consists of seven members—councillors Krzysztof Bąk, Andrzej Czarciński, Wacław Czupkiewicz, Mirosław Kuneckicgo, Edmund Maliński, Hubert Prabucki and Piotr Roman.
NEW BOLESŁAWIEC CITY GUIDEBOOK The shortage of tourist brochures, monographs and other publications about the city makes the official city guidebook commissioned by the City Office particularly valuable. Its first copies were given to councillors at the last session. The 42-page publication, with a high-quality, colourful graphic design, contains basic information about the town on the Bóbr: the organisational structure of the City Office; personal details concerning the city authorities, including a list of councillors and City Board members and the Council’s specialist committees; plans and offers; a list of major manufacturing plants; international cooperation with the cities of Siegburg (West Germany), Pirna (West Germany) and Hobro (Denmark); a selection of interesting statistical data; information on environmental protection; and a list of offices, institutions, organisations and associations.
It also includes a brief outline of the city’s history, a description of its location, a calendar of major events, a suggested walking tour, and a presentation of the area’s tourist attractions, as well as information about churches, education, cultural institutions, healthcare, sports clubs, accommodation, dining, public transport and a fairly detailed city map with a street index. For a single publication, this is a wealth of information for both permanent residents and tourists (the texts are translated into German).
ADAM KOPEĆ—THE BEST VOCATIONAL TEACHER
An unusual ceremony connected with National Education Day celebrations took place at the Bolesławiec Guild of Various Crafts. The honorary title of Best Vocational Teacher was awarded to Mr Adam Kopeć. Congratulations.
A PROGRAMME COUNCIL HAS BEEN ESTABLISHED FOR LOCAL TELEVISION Samorządowa Telewizja Lokalna Bolesławiec, headed by Bogdan Pieliński, operates under statutes granted by the City Council in 1993. It employs two full-time journalists, two technical workers and a manager. A three-hour weekly programme is watched by a considerable proportion of the town’s residents, at an annual cost to the budget of PLN 450 million. It should be added that schools, hospitals and other institutions in the so-called budgetary sector may place advertisements free of charge.
The City Board appointed the Programme Council of Telewizja Lokalna Bolesławiec, which will presumably improve the substantive quality of its work and make access to the television “window” easier not only for councillors, but also for numerous hobbyists and associations. Its members are active representatives of the various clubs: Andrzej Czarciński and Paweł Śliwko, members of the City Board; Dorota Pińczuk, chair of the Education, Culture and Sport Committee; and Elżbieta Gawlik and Piotr Roman, chairmen of the Voivodeship Self-Government Assembly in Jelenia Góra. The combination of experience and youth bodes well for the future...
BOLESŁAWIEC JOINS THE ASSOCIATION OF POLISH CITIES
The Association of Polish Cities is becoming the most significant local-government lobby at the national level. It already has 141 member cities, including all the largest and most influential ones. On 7 October of this year, by decision of the Association’s Board, Bolesławiec became a full member, paying an annual contribution of PLN 253 per resident.
A SACRED ART MUSEUM IN A FORMER CARPENTRY WORKSHOP
In September of this year, Rev. Edward Bober, dean of the Parish of Our Lady of Perpetual Help at Zamkowy Square in Bolesławiec, asked for the no-cost transfer of a former PSS carpentry workshop directly adjacent to the church’s property. The building is in poor technical condition and requires major renovation, which the parish wishes to carry out at its own expense.
A Regional Museum of Sacred Art and a place for pastoral work with young people are to be established there. At the last session, councillors approved this solution by adopting a resolution to grant the built-up land in perpetual usufruct for cultural and educational purposes without a tender. The museum can be expected to become one of the tourist attractions of our city in the near future.
COMMITTEE MEMBERS FROM OUTSIDE THE COUNCIL
The addition of new members from outside the City Council to the individual specialist committees provoked considerable controversy. The various clubs failed to “reach an agreement,” resulting in strong emotions, debates and disappointment among many people.
Ultimately, in a secret ballot, the committees were expanded to include the following people:
-Economic Development and Finance Committee—Leszek Rydnak and Bożena Szymczak;
-Spatial Planning and Construction Committee—Feliks Drozdowski, Zbigniew Kacprzak and Bogusław Sobolski;
-Municipal Infrastructure and Public Order Committee—Zenon Pilarski;
-Education, Culture and Sport Committee—Kornel Filipowicz, Jan Kulczycki and Ryszard Skawiński;
-Health and Social Assistance Committee—Danuta Bartczak and Barbara Mazur.
