II. At the first inaugural session of the Commune Council, held on 29 June, Władysław Majkowski was elected Chairman of the Commune Council. He was also elected the commune’s delegate to the Self-Government Assembly of the Communes of the Jelenia Góra Voivodeship.
During the proceedings of the second session, held on 6 July of that year, resolutions were adopted concerning the election of:
a) Deputy Chairmen of the Commune Council: Jan Durda and Władysław Marek Nowak,
b) Head of the Commune – Kazimierz Gawron, elected to the position unanimously,
c) The Commune Board, composed of Kazimierz Gawron – Chairman of the Board, and members: Stanisława Potocka, Zbigniew Bożęcki, Tadeusz Hil and Mirosław Horzempa,
d) Chairmen of the standing committees:
– Budget and Infrastructure Committee – Henryk Ostrowski,
– Agriculture, Forestry and Environmental Protection Committee – Jan Puk,
– Education, Culture, Sport, Health and Social Affairs Committee – Urszula Róg,
– Audit Committee – Józef Ryszard Wiśniewski.
STANDING COMMITTEES OF THE COMMUNE COUNCIL AND THE SUBJECTS WITHIN THEIR REMIT:
1. Budget and Infrastructure Committee: the commune’s finances, municipal and housing management, construction and technical infrastructure investment, transport and communications, trade, crafts and services.
2. Agriculture, Forestry and Environmental Protection Committee: crop and livestock production, land management and trading, drainage and meadow management, forestry and hunting, environmental protection.
3. Education, Culture, Sport, Health and Social Affairs Committee: education and upbringing, culture, physical culture, sport and recreation, health protection and social care, counteracting the effects of unemployment.
4. Audit Committee: auditing the activities of the Commune Board and subordinate units, excluding matters reserved by law for other bodies; submitting to the Commune Council information, opinions and assessments arising from conducted audits; reviewing motions concerning the dismissal of the Commune Board or individual members thereof; assessing reports on the execution of the commune budget and requesting that the Commune Board be granted a discharge.
The proceedings of the fourth session of the Bolesławiec Commune Council of the second term were convened for 21 September 1994 at 9 a.m. in the hall of the Commune Cultural and Sports Centre in Kruszyn. The principal subject of the session will be consideration of the Commune Board’s report on the implementation of the commune budget during the first half of that year.
