The concluding term of the Municipal Council in the years 1990–1994 prompts a summary of the results achieved so far in carrying out economic tasks in the municipality.
The new Council’s term began with taking over the implementation of tasks adopted by the Municipal National Council, both the annual plan for 1990 and the long-term plans for the coming years. It was, in a sense, a continuation of the investment direction initiated by the Municipal National Council.
It should be stated that each year, taking into account the needs of village residents, we proceeded to implement the most important tasks, noticeably improving the living conditions of the municipality’s population. The broad range of community needs compelled the Council to make the difficult choice of the most appropriate, urgent and necessary work to be carried out, based on the budget revenues generated.
Implementing the revenue plan required considerable effort on our part, given the country’s uncertain economic situation, which directly affected the financial condition of enterprises and workplaces responsible for paying monetary obligations to the municipal budget.
Through our efforts, unplanned revenues entered the budget each year, mainly from earmarked funds intended to carry out specific tasks.
Above-plan revenues and unplanned funds made it possible not only to fully implement the planned tasks, but also to expand the plan considerably and exceed it.
The achievements of the past four years are substantial and varied. We made every effort to meet social needs in all areas within the means at our disposal, and to ensure that the economic development of our villages was as harmonious and even as possible.
One of our proudest achievements is the continuation of the construction of water-supply systems in the villages. Recognizing this as one of the most important and priority areas, each year we allocated funds from both current revenues and budget surpluses for the construction of collective water-supply facilities for the villages. During this period, water-supply systems were built for the villages of:
- Dąbrowa-Kraśnik Dolny-Kraśnik Górny,
- Brzeźniak,
- Kraszowice-Nowa-Śliszów (Ocice colony),
- the feeder network Stare Jaroszowice – Nowe Jaroszowice, with a total length of approximately 47 km of transmission network and approximately 17.5 km of distribution network.
Water-supply systems for the villages of Dobra and Trzebień-Trzebień Mały-Parkoszów are currently under construction; preparations are underway to begin construction of a water-supply system in Golnice. In addition, the most visible results of the activities carried out during the concluding term include the following achievements for the development of the municipality:
- construction of the Kruszyn-Łaziska gas pipeline,
- participation in the purchase and construction of a reduction station for the gasification of Dobra, and preparation of technical documentation for the construction of a gas pipeline for the village,
- construction of asphalt surfaces: approximately 10.5 km on provincial roads and approximately 27 km on municipal roads, as well as reinforcement of the surfaces of unpaved municipal roads in preparation for asphalting,
- construction of bus bays along national roads,
- purchase and installation of bus shelters and notice boards for all sołectwos,
- improvement of lighting and partial installation of road signs,
- provision of telephone service to Łaziska as part of the residents’ community effort, and equipping sołectwos without telephone connections with CB radios,
- designation and development of Village Waste Collection Points,
- provision of MZK transport to a further 14 villages (bringing the total number of villages served by public transport to 21),
- routine repairs and operation of municipal residential buildings, following the municipality’s takeover of administration of the properties,
- municipalization of the municipality’s property,
- extension of the Primary School in Ocice as part of an investment-related community effort, construction of a gymnasium in Dąbrowa, and commencement of construction of a gymnasium in Ocice,
- completion of the conversion of a building in Kraśnik Dolny into a school,
- commencement of the modernization of the former Russian school in Trzebień,
- routine repairs at schools, including those in Nowa Wieś, Nowe Jaroszowice, Dąbrowa, Żeliszów, Kruszyn, Kraśnik Dolny and Górny, Brzeźnik and Łaziska,
- financing the ongoing operations of preschool classes,
- financing, through earmarked grants, the operation of Village Health Centres and Medical Points, participation in the purchase of medical equipment, providing village residents with dental care, and major renovation of the Village Health Centre building in Kraśnik Dolny,
- financing the activities of the Municipal Culture and Sports Centre, including the organization of various cultural, educational, sports and recreational activities, the organization of summer holidays for children and schoolchildren from the municipality, as well as the maintenance of the premises of cultural institutions,
- financing, as part of the municipality’s own responsibilities, the activities of the Municipal Social Welfare Centre, including assistance for the poorest families.
Despite intensive efforts, it was not possible to implement the planned scope of telecommunications work, consisting of providing comprehensive telephone service throughout the municipality, for reasons beyond our control. Efforts to have the Regional Directorate of Public Roads in Wrocław construct a bridge over the Bóbr River near the villages of Dąbrowa-Krępnica also ended unsuccessfully.
The examples of completed socio-economic tasks listed above are only a general reflection of the activities carried out during the Council’s term for the proper development of the municipality in all socio-economic fields. The successful implementation of the tasks was possible thanks to the genuine commitment of everyone concerned, including councillors, village heads, village councils, village self-governments, and the management and employees of enterprises and workplaces.
The results of these activities are visible throughout the municipality. Both the technical condition of municipal infrastructure and the aesthetic appearance of the villages have improved. A very broad range of investments was completed, with particular emphasis on tasks that visibly improved residents’ living conditions. Work was carried out in every area of the economy in connection with the daily lives of the municipality’s residents, enabling the Municipal Council, during its work in the concluding term, to meet most of the expectations placed in it by the voters.
