First, the good news: the requests, applications, reminders and complaints from residents of B. Prusa Street, who have been waiting in vain to have their homes connected to the local cable television network, have not gone unheard. They submitted them to “their” councillor, P.P. Kręzlowie, Kilimnikowie, Strzeleccy, Szajowie and others. The initiative was energetically supported by the Mayor of the City, and a positive outcome will soon follow.
And now the bad news. Local historians, teachers and headteachers of many schools submitted a collective complaint about the quality of the programme broadcast on the occasion of Independence Day. The report concerning the fate of the crumbling tenement house at the junction of Prusa and Karpecka Streets, as well as the situation of the seven families living there, drew criticism. Those who were not allowed to appear on the television screen despite their strenuous efforts are all voicing their objections.
The problem appears to be broader and requires prompt decisions. For example, the appointed Programme Council has no influence whatsoever on the content of the programme (which raises the question of how far it may “interfere” with the autonomy of the journalists working here without becoming a censorship body, associated with the worst experiences of the recent past). Councillors serving on the Education, Culture and Sport Committee were prompted to raise concerns by the new statute and the resolution on establishing a budgetary institution called “SAMORZĄDOWA TELEWIZJA LOKALNA BOLESŁAWIEC”, particularly the provisions concerning the authority of the City Board (the appointment and dismissal of the manager and the Programme Council, as well as formal and legal decision-making). The councillors demand that powers in this area be extended to the entire City Council, which would collectively approve or reject decisions of the executive body. This does not violate the principles of local-government democracy; on the contrary, it guarantees greater objectivity and greater responsibility for the results of the work.
